Moved by Alderman Thompson: Seconded by Alderman Laking: That the application of PoCo Valley Golf & Country Enterprises Ltd., January 25th, 1977 for permission to burn tree branches and underbrush at the Northwest corner of the golf course property located at 531 Dominion Avenue, between January 20th and March 15th, 1977, be approved. Carried. Aldermen Ranger and Traboulay voted against the resolution. Prior to passage of the foregoing resolution, Alderman Traboulay stated he was opposed to the burning permit being granted due to the present foggy weather already causing air pollution; however, Alderman Thompson pointed out that adjacent municipalities permit burning in agricultural areas. Alderman Laking stated he felt the permit should be granted on the stipulation that no burning will take place during foggy weather, and Alderman Mabbett stated he would agree to approval. of the permit providing the City's Fire Prevention Officer controls the timing of the burning proposed to be undertaken. NEW BUSINESS: Alderman Traboulay then reminded members of Council and the public that at the February 2nd, 1977 meeting of the Family Division Committee, to be held in the Port Coquitlam City Hall Council Chambers at 7:30 p.m., Judge Wm. Selbie will be speaking on the topic "Young Persons in Conflict with the Law Act vs. the Juvenile Delinquents’ Act". Alderman Traboulay referred to one of the recommendations in the "McMath Report-on Assessments", calling for the Provincial Government to increase its share of educational costs based on property taxes up to 75% from the present 45%, and in support of his view that Municipal ‘Councils, School Boards, Regional Districts, «tc. should be urging the Provincial Government to accept this recommendation, he gave Notice of a Motion to be presented next week that a letter to that effect be so forwarded from this Council. Alderman fraboulay suggested that the City parking lots to the West and East of the Shaughnessy Street underpass immediately South of Kingsway Avenue be posted with "Ne Overnight Parking" signs, and it was generally agreed that this item be referred to the Public Works Committee for review.
