That Council adopt a procedure for determining public opinion on Sp be Od neighbourhood pubs or licensee retail store proposal. The current “4 procedure of retaining a marketing firm to poll neighbourhood support is recommended . COMMENTS 3. New owners of the Cat and Fiddle Pub have requested authority to construct PE a beer and wine store. The liquor branch have advised the pre-clearance . . granted the former owner is not transferable and they must follow the new yey rules. This report is to provide a resolution of generul support for the _ applicant to submit as part of their application for a "C" license. The new regulations brought into effect November 17, 1989 oblige Municipalities to advise the general manager of the liquor branch of the acceptability of an application to residents of the comunity. The new regulations do not specify a mechanism to determine acceptability. The be problem this brings is it places Council in the position of replacing the ed ee province. The approach recommended is the old procedure of having applicant es retain a marketing company to hold a referendum. ‘This procedure is recommended because it limits the amount of work that will have to be done by the City, and criticism about fairness.
