THE CORPORATION OF THE CITY OF PORT COQUITLAM ITEM II Re: Parking Spaces for the Handicapped Council had requested consideration of the provision of a parking space for the handicapped in the vicinity of the library. The attached sketch no. 1 shows five possible locations for such a parking space. The Committee recommends that the space shown as no. 1 situated on Whyte Avenue adjacent to the library be converted into handicapped parking only. This space has the advantage of access to Shaughnessy Street as well as the library without having to leave the sidewalk and also has a ramp down from the sidewalk allowing convenient access to the medical centre. The Committee also recommends the provision of one Space at the Hyde Creek Centre at the location shown on attached sketch no. 2. This location is next to a walkway leading to the main entrance. In conjunction with the provision of this parking space, a ramp would be built from the curb at the end of the walkway to allow its use by wheelchairs. ITEM III 1 Re: Request for Crosswalk in the Vicinity of Regina Street Across Prairie Avenue ° A request had been received from. the Principal of the Birchland School to have a crosswalk installed at Regina Street for the ‘convenience of school children living north of Prairie Avenue and attending Birchland School. There is an existing crosswalk at Newberry Street which is too far to the east to serve the majority of the children attending the school. Attached sketch no. 3 shows the layout of the streets in relation to the school. | ; As Council is-aware, crosswalks have not proven themselves as safety devices and, in fact, sometimes create accidents. Nevertheless, they do serva to channelize pedes- trian traffic and sometimes allow pedestrians to cross a busy street by legally requiring the cars to stop. The Committee did not feel that it would be wise to have another crosswalk on Prairie Avenue within a block of the existing crosswalk at Newberry. It was suggested that the crosswalk could be relocated from Newberry to Regina. However, there are about eight or ten students from the Cedar Drive School who have to cross at Newberry because of a lack of sidewalk on the north side of Prairie between Newberry and Cedar Drive. It would therefore probably be not acceptable to remove that crosswalk at this time. [3.006
