Campbell, October 18th, 1974 concerning the Provincial Mayor Campbell re Welfare Government's over-run on Welfare, stating his view that "if we accept over-run the overpayment, we are accepting the principle of uncontrolled budgeting and I am totally opposed to this" and suggesting to the Council "that we do not pay this over-run." A rebuttal to the abovestated report was submitted by Alderman Alderman Keryluk re Welfare over- run Keryluk, dated October 21st, 1974, together with an attachment showing the breakdown of the estimated over-run as projected for the balance of the fiscal year ending March 3lst, 1975, and pointing out in his report that the over-run is due to commitments under new programs such as Mincome, Pharmacare, Child Day Care, Special Services to Children and Adult Care, for which there were no models to estimate the number of people eligible. Alderman Keryluk referred to the figure of "14.4%" in the last paragraph of his report, and advised this should read “average of 19%" instead. Moved by Alderman Laking: Seconded by Alderman Mabbett: That the Provincial Government be notified the City of Port Coquitlam will not pay its share of the Social Welfare over-run. Defeated. Prior to defeat of the foregoing resolution, Alderman Traboulay commented that the City has had over-runs in various departments; however, Mayor Campbell pointed out that the City's over-runs amount to only about 10%, not 40%. Alderman Ranger stated that the City's Recreation and garbage disposal budgets are already over~run with still one~quarter of the year to go, and commented that a budget is only a guide line.
