14 Terrace Review — Wednesday, May 31,1989 ; : ao ° : University sah Society | - calls for standing | committees The Interior University Socie- ty has asked all Northern municipalities and ‘regional . districts to establish standing committees in order to develop a ~ regional focus for a University of the North. In their request, the’ society points out that mayors and regional district chairmen have the authority under the Municipal Act to establish standing committees. _ which, in the case of the North- ern university concept, ‘‘will play a vital role in the formative stages of the development of an appropriate university model and in the on-going relationship of such a umiversity to the region.” ~ According to the society, by establishing community based standing committees the evolu- tion of the University of the North will be ‘‘more dynamic and coordinated’. They also point out that it is there belief ihat funding for endowment purposes will come primarily from community contributions and local businesses. Local governments, for example, could pledge land while residents could organize a means of seek- ing: pledges for financial con- tributions. And, ‘‘Some com- munities, where branch cam- puses may be established, may ~ want to consider whether they might add other community or recreational facilities to the cam- pus project.” The society suggests that each standing committee be com- prised of three council members and three members of the community with diverse backgrounds. These committees could then accept donations of money or land in trust for the university. They also suggest a monthly reporting system ‘‘so that council is frequently ad- vised and approves of the ac- tivities of the committees.”’ They would also hold public hearings and act as a liaison . group between the community and the society. ‘‘We hope that the proposed standing committee will be developed by each community,”’ the society’s letter concludes. “*We believe that such a commit- tee will serve the immediate and long term benefit of the region. It is assumed that once the university is created, the com- mittee would continue to serve the university by being a local . resource.” But Terrace isn’t exactly jumping on the band wagon. ‘Council has adopted a motion made by alderman Danny Sheridan to “‘investigate the feasibility of establishing a standing committee’. He sug- ‘gested. that the Health. Care Society and School District 88 should be included in the development of the committee and said, “It's presumptuous to ‘strike a standing committee . ‘without consulting others.” .
