Page 2, The Herald, Monday, Aprit 2 27, wal Harbour blocade still an ‘option | The threatened blockade of Vancouver harbor by angry B.C. trol] fishermen has been averted, but it remains - “a lastditch” option if the trollers are unable to force changes to tough new federal fisheries regulations through other means. “If we have to do it, that's what we're going to do,” said Conrad Plensky, spokesman for an ad-hoc group of troliers who met in Nanaimo Sunday to discuss Fisheries Minister Romeo LeBlanc’s refusal to change the regulations. Sport fishermen and com- mercial gillnetters won partial cancessions from LeBlanc on Friday, but the minister decided to retain the stringent measures for trollers to conserve dwin- dling chinook salmon stocks. The federal regulations include a limit of six gurdies -- spools used to haul in and play out trolling lines — per boat, an early Sept 30 closure oa all commercial fishing along the B.C. coast and a requirement that only barbless hooks be used. Plensky said the %5 trollers at the meeting decided to form a com- mittee to take a nine-point policy program they adopted to B.C.’s 1,600 trollers for their support. The first meeting will be this Friday in Ucluelet on the west coast of Vancouver Island. The program includes: allowing a maximum of ..@ight gurdies and the use of e- barbless hooks on a trial” basis until the beginning of the coho season; —retention of the June: 15 to Oct, 30, start and finish’ dates for the coho season. The new regulations call for aJuly 1 opening and Sept.30 closing; —no area licensing. The © regulations call for a two tier area licensing system; ’ —calling on the. gover ment to rescind any com-- mitment to cut the west coast troll effort to satisfy U.S. demands; - —full consultation with the trollers before any changes are made to fisheries regulations. =. Plensky said the the future livelihood of all troll fishermen js at stake. “We have to mount. pressure on the minister of fisheries to make badly- needed changes and to’ make it abundantly clear the majority of troll: fishermen have not yet been consulted regarding the _ current “regtrictions, ” he said in a telephone in- terview from Nanaimo. “The organization was pat together because we haven't been getting the right: representation. The most unorganized group of fishermen that we have on the coast is the trollers.” The troll season opened "April 15 for chinook salmon, and Plensky estimated -about 450 trollers are out on the water — more than the usual number at this time.- ' “Because of the new regulations, everybody's out there trying to make a dollar. Last year was a poor year and they’re really up against it economically. With thése new restrictions they're going to have to fish - ; everyday. Ww . Plensky said. be has ‘yet to go out himseif, however, because “I'm trying to get this thing ironed out first . : ” i's hopeless for me to make a living the way the regulations are now."
