See COUL APR 14 i075; Mayor and Council April 14th, 197 Health Commit tee Re: Mosquito Control Programme - 1975 The Health Committee met with Mr. John Nelson, the Vector Control Officer on Friday, April 11, 1975. Mr. Nelson informed the Committee that the Provincial Government has again provided students to assist in a programme of ground control work in our Mosquito Control Programme. This year the Provincial Employment Programme has been cut back and we are getting six students rather than nine that were supplied last year. The programme of ground control will probably commence the first of May. With regard to the Mosquito Control Programme being undertaken by the Regional Districts, John Nelson will be acting as Spotter for this particular area and one of the things that will be required from Council is a resolution to authorize Con Air Aviation to fly below the minimum altitude as stipulated in the Air Regulations. Council generally passes a resolution annually for this and of course it is only used if aerial spray is in fact authorized. We have been asked therefore, to pass such a resolution and the Health Committee has worked out a procedure with the Vector Control Officer that the Council will be consulted before any aerial spray is authorized. ‘The required resolution is as follows: "Notwithstanding the hazards involved the Mayor and Elected Aldermen of The Corporation of the City of Port Coquitlam request Ministerial Waiver of Section 529 (a) (b) of the Air Regulations to permit the spraying of the community for the purpose of mosquito control by Con Air Aviation for the balance of 1975."
