Dear Sir; Enclosed is a copy of a letter dated October 31st from the Fraser Valley Mosquito Control Board. In essence, it requests that this Regional District adopt mosquito control as a Regional function to provide a legal umbrella to allow the work of the Control Board to carry on. Before advancing a request to undertake this function, the Regional Board must receive the consent of the Council of each municipality which is to participate. It is our understanding that the annul budget is expected to be less than $50,000 and this will be distributed among the participating municipalities in all four Regions. The basis for sharing the cost of the function mst be specified in the Regional District's request to undertake the function. Folilow- ing discussions with Municipal Affairs and the District's Solicitor it is suggested that the distribution be "on a per capita basis or by such other method as approved by the participating municipalities and the Department of Municipal Affairs". This should be specific enough for the issuance of Letters Patent ana general enough to allow the municipalities freedom of action. Further, it would only apply to the sharing of costs between the members of this Region. The division of costs between the four Regional Bistricts would be by negotiation between them. : i i ? 4 é z ¢ z x 4 *: The purpose of this letter is twofold. Does the runicipality wish to participate in the function of mosquito control and if so will it forward the necessary consent of Council? Does the municipality approve the suggested wording for the sharing of costs in the Letters Patent? In his letter, Mr. Harnett points out that his Board feels there is some urgency about this matter and therefore I will place it before the Regional Board at its December meeting with the proviso that it be subject to concluding satisfactory arrangements with the participating member municipalities and the Department of Municipal Affairs.
