AiO - The Terrace Standard, Wednesday, April 26, 1995 Logging up for review A SNEAK PEEK at what the forest service has in mind for the future of northwest wood pro- cessing takes place next month. That’s when three forest com- panies ate to recelve proposed new licences to replace ones which run out this November. All three of the licences are in the Meziadin and Bell-Irving area north on Hwy37 and they total just over 1 million cubic metres a year. The forest licences contain rules, regulations and conditions laid down by the forest service. They're one way the govern- ment has a say in how wood is used, That's because the province can attach requirements for loca] pro- cessing and local employment in retum for companies getting wood rights. Although there’s no formal method for public involvement on the proposed new licences, inter- ested people do have the op- portunity to read them and make comments. The ‘level of public comment could very well continue what is developing as a wide-ranging debate on how northwest wood should be used. . That debate started when one of the three companies — Orenda Forest Products — announced a merger with a New York-based syndicate, OFP Acquisition Corp wants to use Orenda’s wood to re-open a closed: newsprint mill at Gold River on Vancouver Island. News of the planned shipment of wood south was greeted with criticism by. area politicians and at least one other forest products company. They say wood logged in the northwest should remain in the northwest for processing. And now another one of three companies — Buffalo Head Forest Products — is also going - through an ownership change, Repap, which operates as Skeena Cellulose in the north- west, is increasing its 49 per cont stake in Buffalo Head by another 25 per cent. Forests minister Andrew Petter must give consent to the changes because both companies have forest licences. - He's already under pressure to hold public meetings over the proposed Orenda sale. A decision to hold meetings won't be made until Orenda’s proposed new owners official present their request for a licence transfer. Orenda and OFP Acquisition Corp are working on the request now. To help prepare the way, both have said there’ll be a chipper placed in Stewart. This would meet a requirement now in Orenda’s licence but is far from Orenda’s now defunct plan to build a pulp and paper mill south of Terrace. Buffalo Head also has a pro- cessing clause in its current licence but has received an ex-- emption, - Of the three companies, West Fraser meets exactly the process-’ ing provisions. It ships woed south from the Stewart area for processing at various northwest plants, includ- ing a new sawmill in Prince Rupert and at its Skeena Saw- mills plant here in Terrace.
