"FIRM SUPPORT TO MPLA’; Dr. Cheddi Jagan, leader of the Peoples’ Progressive Party of Guyana, and former president. of that country, will be speaking at a public meeting in Toronto, - Fri., March 5 at 8 p.m., at 252 Bloor St. W., as part of a three- day visit to the city. As a background to his visit, the Tribune is publishing two pieces from the Peoples’ Pro- gressive Party (issued in Toron-— to on their behalf by the Asso- ciation of Concerned Guyanese). The first is a speech by Dr. Jagan, on the PPP’s support for the MPLA in Angola. — We have always -given consis- tent and unqualified support to the liberation movement in Af- Dr. Jagan speaks on Angola rica in general and to the Popu- lar Movement for the Liberation of Angola (MPLA): in particu- lar. : The imperialists who are mas- ters of the tactics of divide and rule, and at exploiting differ- ences between various ethnic and tribal groups, set up one group of Africans against an- -“ te SS RS as “For us the issue is clear-cut,” says Dr. Jagan in this article about Angola. “It is one between a pat- ion ion aa es a riotic and progressive orientation on the one hand and a reactionary, neo-colonialist one on the other... to fiddle while Angola, like Rome burns .. .” New twist’ to anti-Soviet chorus ; By JOHN WEIR Tribune Moscow Correspondent’ MOSCOW — While many pro- minent capitalist such as Galbraith see the Soviet economy advancing with great strides, thé anti-Soviet chorus still sings.its old songs with here and there a new twist. One of these is the view presented by _ the media that the Soviet Union, in the present year, will see “‘sta- bilization” and not development. Facts to the contrary, they pretend economic difficulties and crises are typical of the socialist as of the capitalist system. But a economists — while it is true that the current crisis has thrown the economy of the main capitalist countries back five or six years, Soviet econcmy has registered conti- nual growth. During the past five years industrial output increased by 43% and the draft plan for the next five years calls for a growth of 35-39%. Recognition should do much to help bring an end to the conflict and enable the people of Angola to underatke the task of reconstruction and up- ~ Canada, like the OAU, should follow suit and recognize the Neto Government. This would constitute an important act, and signalize the recognition by the Canadian people and Government cf the right of the Angolan people to de- termine their own affairs and develop their own resources Together with recognition, the Canadian Government’ should call upon the South African Government to immedi- Canadian soil. These mercenaries, as facts have amply de- montrated are paid for by the CIA, the racist South African Government and certain multi-national corporations. Not least the Government of Canada, indeed parliament, should call upon the South African Government to immedi- ately withdraw its troops from Angolan territory and rights of Angola and the Angolan people to be masters of their own destiny. (Feb. 13) a PACIFIC TRIBUNE—FEBRUARY 20, 1976—Page 6 not to make this distinction is to sit on the fence, to fail to give anti-imperialist solidarity, the Soviet Union demonstrate the firm unity of the Party and the whole peaple behind the policies pursued by the Com- munist Party and the Soviet Gov- ernment. Leaders of Workers and Communist Parties in the socialist countries embraced by the Council for Mutual Econo- mic Assistance (CMEA) and also in capitalist countries, have ex- pressed agreement with and sup- port for those policies, as have prominent spokesmen of the third world countries. These policies promote the cause of world peace, democratic progress, national liberation and socialism. In sharp contrast to the torw- ard march of the Soviet Union and the desires and struggles of the world’s peoples for peace and progress are the deeds and direc- tion of the Maoist chiefs in Peking who are now once again locked in a fierce inner struggle for power following the death of Chou En-lai. After giving com- fort to the fascist Pinochet. re- gime in Chile, commiserating over the death of butcher Franco in Spain, receiving ultra-reactio- nary West German politician Strauss.and beaten British Tory leader. Heath, they have sent arms and military advisers to Angola splitters, who are colla- borating with the racist South African invaders. Peking has now exploded a nuclear bomb in the atmosphere and invited for- mer president Nixon of the Uni- ted States, evidently as a demon- stration that the present cause ot U.S. policy is not anti-Soviet enough. Thus history proves once again that anti-Sovietism and _ anti- communism, even if ‘“sweeten-. ed” with left phrases, leads directly to the camp of the enemy. other. : _ Their propagandists and apol- ogists claim that in Angola the issue is one of tribal conflict. For us the issue is clearcut — it is one between a patriotic and pro- ~ gressive orientation on the one hand and a reactionary neo- colonialist one on the other. The MPLA represents the former; the National Front for the Liber- ation of Angola (FNLA) and the National Union for the Total In- dependence of Angola (UNITA), the latter. Not to make this distinction is to sit on the fence, to fail to give anti-imperialist solidarity, to fiddle while Angola, like Rome, burns. U.S. Support But it is possible to have unity of progressives and reactionary - forces, of those opposed to im- perialism and those working with imperialism? The answer is “clearly a categorial no. What do the MPLA, UNITA and FNLA represent and who are their friends? The FNLA was founded in early 1960’s with U.S. support, Its base is the Zaire of Mobutu Sese Sako, who sided with impe- rialism in the murder of Patrice Lumumba. And FNLA leader, Holden Ro- berto, the son-in-law of Mobutu, was a long-time CIA agent. Ac- cording to the New York Times (December 19, 1975): “the group (the Administration’s high-level intelligence review plane, known - as the 40 Committee) agreed to permit CIA to provide $300,000 clandestinely to Holden Roberto, the leader of one of three fac- tions now seeking control of ‘Angola. At the time, Mr.. Ro- berto, whose links with the CIA began in 1961, was on a $10,000- a-year agency retrainer for ‘in- telligence collection’, the officials said .. . ‘I think it’s very impor- tant’, one well-informed official acknowledged. ‘That money gave him a lot of extra muscle. He’d been sitting in Kinshasa for nearly 10 years and all of a sud- den he’s got a lot of bread — he’s beginning to do things’.” What about UNITA? Listen to its leader, Jonas Savimbi, and then you’ll understand why he is the white hope of the West and the apartheid--racist of South Africa. He told the Financial Mail (May 9,.1975) of South Af- rica that the problem of apar- * theid is “a South African pro- blem.
