I would like to briefly re- view the role of the work- ing class in the USSR, be- cause of the false theory often advanced in the West that with technological changes the role of the working class declines. To begin with, the October Revolution, was a_ proletarian revolution—the working class allied with the peasantry was its motive force. After winning power it was the working class which became the guiding force in the Soviet Union. The workers, said Lenin, shat- tered “the old, absurd, savage, despicable and disgusting preju- dice that only the so-called upper classes, only the rich or those who have gone through the school of the rich are capable of administrating and directing the organizational development of society.” : The authoritative Soviet maga- zine “Communist” comments: “the working class initiated the drive for universal schooling ..- URGE ISRAEL QUIT SEIZED TERRITORY Following is the statement on the Middle East unanimously adopted by the World Peace Council at its Leningrad meet- ing, October 29: HE presiding committee of rE the World Council of Peace, reiterating its condemnation of the Israeli aggression, de- clares that it is a prime neces- sity for ensuring peace and security in the Middle East and the rest of the world and for the cause of the people’s national in- dependence that the Israeli troops immediately withdraw from the territories in the UAR, Jordan and Syria they occupied in June, 1967. This is the first indispensable step in order to achieve a political settlement which will guarantee peace with justice in this region of the world. If it is not rapidly ful- filled, there is a serious danger of the renewal of armed conflict. The more the Arab peoples in the Middle East have moved in the direction of independence and social progress, the more they have been beset by impe- rialist intrigues. Twice in recent years, the Israeli armies have in- new peoples’ intelligentsia emer- ged, this being a paramount ob- jective of the cultural revolu- tion.” ‘ The magazine makes these further points: “Unemployment was wiped out by the end of - 1930. The division of the work- ing class into workers employed in production and a reserve la- bor army typical of capitalism vanished for good. 4 The state of the dictatorship of the proletariat after the vic- tory of socialism has become a political organization of the en- tire people with the working class in the leading role. During the transition from so- cialism to communism the deve- lopment of the working class in the USSR is characterized by the following typical features: the further increase in the number of its ranks, crucial changes 1n its occupational and territorial structure, continued growth of the cultural and technical level, the emergence of new forms of communist work, enhanced role of the working class in the social and political life of the country. The number of industrial and office workers in the national economy has grown from fifty- six million in 1958 to 76.9 mil- lion in 1965. The stormy technical progress brought about major changes 1n the working class structure: the number of versatile workers greatly increased while the num- ber of workers engaged in ma- nual work decreased. : The time is approaching when a big social problem, notably the abolition of important differen- ces between mental and physical work, will be solved. The working class of the USSR is the leading social force in the movement toward a Com- munist society. Under the lead- ership of the communist party and allied with the collective farm peasantry and the intelli- gentsia it is successfully build- ing the magnfiicent edifice of communism. vaded Arab countries and made themselves instruments of those who sought to restore their own control and hegemony in this region The Israeli aggression of June 5, inspired and encouraged by the U.S., Britain and the German Federal Republic, is likely to serve the NATO plans as a mode! for Europe and falls with- in the global strategy of the U.S., whose aggression against the Vietnamese people is, at the present time, the gravest de- monstration of U.S. policy. The Israeli government has proclaimed its intention to an- nex all the conquered territories, in particular Jerusalem, Gaza and Transjordan. Such an atti- tude is intolerable, especially as under the pretext of defending its territory, Israel had already annexed, before June 5, by arm- ed forces areas which greatly increased the initial size of its territory. The measures taken by the Israeli authorities in the oc- cupied territories, that is to say, their attempt to threaten and coerce the population of these territories into submitting to Israeli laws and institutions, the setting up of new colonies in these territories, the call for foreign settlers to take posses- sion of these Arab lands, and the exploitation of the natural re- sources of these regions with the assistance of the internatio- nal monopolies, are proof of a deliberate policy of conquest and exploitation to which per- petual discrimination against the Arabs and chauvinistic re- pression of the democratic forces are added within Israel itself. All measures imposed upon the occupied territories by the Government of Israel are pro- voking a legitimate and growing popular resistance. The count- less expulsions of inhabitants by the occupying forces and the crimes committed by these forces have aroused world con- demnation. The presiding committee of the World Council of Peace has been extensively informed about this by the delegation of the Council that has just visited the UAR, Syria and Jordan, and vigorously denounces such acts. We call on all organizations and groups standing for peace to send their representatives to Arab countries in order to ac- quaint themselves with the prob- lems facing these countries in connection with the Israeli ag- gression. The Israeli aggression and the occupation of territories conquered by armed force are a violation of international law and of the UN charter. By pub- licly repecting’ the resolutions adopted by the UN and refusing to accept its majority votes, the Israeli leaders are defying world public opinion. The WCP stands for the just struggles of the Arab peoples for independence, progress and peace and against all forms of neocolonialism, and it stands at their side in their efforts to put -an end to the Israeli aggression and its oscequences. The presiding committee ex- presses its solidarity with all the victims of Israeli aggression. It draws the attention of world public opinion to the. intolerable conditions created by the Israeli aggression for those who were obliged to abandon their homes. The longer this situation is con- tinued, the more hardships, suf- ferings and misery are caused to the hundreds of thousands of people deprived of their land and homes, It demands that com- pensation for the damage be granted and that the homes and lands of all these refugees be returned to them forthwith. More broadly, it calls for the ap- plication of the decisions adopt- ed by the UN regarding the Palestinian people and their re- turn to their homeland. These are essential conditions for the establishment of lasting peace in the Middle East, and they cor- respond to the interests of all the peoples and states of this region. The presiding committee greets those people in Israel who have courageously spoken out against the aggressions and an- nexionist policy of the Israeli government. ° ; Every attempt to find a poli- tical solution that would elimin- ate the consequences of an ag- gression which jeopardizes peace has met with categorical rejection on the part of the Israeli | eaders. Conditions of peace can never result from a war of aggression or a situation when an aggressor is allowed to keep captured territory and en- couraged any other way. The presiding committee calls on all peace forces to launch a world campaign for the immedi- ate withdrawal of Israeli troops from the occupied territories and the implementation of the UN resolutions.
