A review of current legislative framework for child care services including identifying Provincial and local government policies, bylaws, licensing requirements or any procedural matters that impact the development of child care services in the area. An assessmient of the effectiveness of child care services in the area; identifying the Strengths as well as the gaps and lacks in current child care services. The study will identify and assess any unique child care needs in School District No. 43; (multicultural, infant/toddlers, special needs, atypical hours, aboriginal etc.) The Study process and results are intended to be responsive to a broad range of local child care needs in the study area. Parents, caregivers, local government elected representatives and staff, schooi district trustees and staff, local business and labour, local licensing officers, representatives from District No. 43 multicultural community and active ratepayers groups will be consulted. Identification of the issues and concerns of parents, child care providers and other community members. Identification of future demand for child care services over the next 10 year period. SCOPE OF STUDY AND METHODOLOGY A Steering Committee, composed of the consultant, members of the Child Care Issues Committee, a member of the Social Development Council, local health units, municipal staff, TriCity Family Support Program and the areas multicultural communities, will be established to provide advice, assistance and direction to the study. Close liaison with the Steering Committee will be expected throughout the process. A start up meeting once the study is commissioned, a meeting at the halfway mark in the process and a third meeting to present the draft final report to the Steering ‘“ommittee are recommended.
