PC Meeting December 7. 1993 Cont'd BACKGROUND: A Rezoning and Development Permit Application has been received for the construction of a four storey, 36 unit apartment building at 2475 to 2489 Atkins Avenue. The site is presently zoned RS-1 (Large Lot Residential) and designated for "High Density Apartment" in the OCP. The project is subject to the design guidelines for the Downtown Development Permit Area. PROJECT DESCRIPTION: The proposal is for an apartment building with a floor area ratio of 1.4 and site coverage of 41.5%. A front yard setback of approximately 21 ft. has been provided along Atkins Avenue for most of the building. A portion of the second and third storey of the building has a reduced front yard setback of 17 ft. in order to accommodate an architectural feature immediately above the main entry to the building. Setbacks of approximately 30 ft., 14 ft., and 19 ft. have been provided for the rear yard, exterior sideyard, and interior sideyard setbacks respectively. A total of 63 parking spaces to accommodate both residents and visitors is pcuvided in an underground parking garage. Access to the parking is from a rear lane. An amenity room for building residents is located on the main loor of the building with direct access to an outdoor landscaped deck. The height of the building is 13.1 m. The fourth floor of the building is recessed in certain areas in order to reduce the volumetric impact of the building on the street as well as provide opportunities for amenities such as roof decks. COMMENTS FROM OTHER DEPARTMENTS Engi : D t . 1. Reeve Street to be reconstructed 1/2 road plus 1 m (10.5 curb to curb) complete with barrier type curb and gutter and concrete sidewalk from Atkins Avenue to the lane. Ornamental street lighting is required on both Reeve Street and Atkins Avenue. The watermain on Atkins Avenue will require upgrading to a 200mm diamecer main for the full frontage of the site complete with a service connection to the site. ‘ Storm sewers are required on Atkins Avenue, Reeve Street and the lane as well as a service connection to the site.
