To: BC Ministry of Finance * Conduct a study to show the full costs and subsidies incurred by private motor vehicles (including the costs of roads, land-use, accidents, emergency health care, long-term health care, insurance, legal costs, policing, noise, water and air pollution, parking subsidies, etc.) and adjust motor vehicle license fees and taxes accordingly. To: all employers ® Set up a transport team and ask its members to establish an employee trip-reduction program, encouraging cycling, car-pooling and use of public transport. To: all private motorists ° Establish a plan for reducing your use of motor vehicles. Walk, cycle or take the bus for all journeys less than eight blocks; adopt a “car-free” day once a week, join a car pool, etc. MILITARY ISSUES Not only war, but preparations for war have considerable environmental consequence. Environmental impacts are caused directly by weapons production and testing, training and other activities at military bases, and indirectly by the diversion of scarce resources to preparation for war at the expense of critical environmental programs. The waters of Georgia and Juan de Fuca Straits and Puget Sound are home to seven major military facilities with their attendant environmental implications, including use of toxic materials, hazardous waste storage and disposal, and alienation and degradation of natural habitat. As well, the inland waters of Georgia Strait accommodate the transit, maneuvers and port calls of US nuclear-armed and/or nuclear-powered warships. The environment will continue to bear an unacceptable burden as long as we allow our government to hold the making of war with our fellow humans more precious than the making of peace with the earth. To: Department of National Defence ° Make a full public disclosure of the historical, present and future nature and extent of military-related activities in Georgia and Juan de Fuca Straits. ® Undertake an inventory of all toxic substances used by the military, the circumstances of their use, storage and disposal, including the location of all toxic materials used, storage and disposal sites. Make full public disclosure as to the nature and results of historical and present monitoring programs. ¢ Commission a complete and independent environmental assessment of military toxic material use, storage and disposal sites, as to the nature and extent of possible historical, present and future pollution, and the implementation of a program to restore those sites if warranted.
