MEMORANDUM Mo ho Mayor and Council April 28th, 1977 L.D. Pollock City Administrator 1. Lease of Justice Building to Province of B.C. Council may recall that there was a lengthy negotiating period involved when the Provincial Government leased a portion of the Justice Building for their Court operations. The final Lease document was concluded in the third year of a three year Contract and this Lease period hes now expired. The Municipal Manager in Coquitlam has discussed extension of the Lease for a maximum of two years at a fixed rate of $8.15 per square foot. The present rate is $7.85 per square foot. Mr. LeClair has given me figures which indicate the proposed rate increase is more than adequate to meet the projected operating costs of the building over the next two years. With regard to the two year extension, I believe that the Provincial Government plan eventually to build a Court facility in this area. There is no doubt that in the future we will have to provide more space for the R.C.M.P. Detachment, we have discussed the matter with the R.C.M.P. and they feel that they can get by without too much difficulty for two years and perhaps by that time, more will be known of the Province's plans for building construction. Attached is a letter from the Department of Public Works agreeing to the two year extension at the rate outlined above, Mr. LeClair has forwarded this information to the Coquitlam Counci? recommending that the extension and the rates be adopted, subject to similar approval being obtained from the City of Pert Coquitlam. I would recommend that we give approval as outlined. 2. Mosquito Control Programme The Vector Control Officer is making final arrangements for the Mosquito Control Programme to start on May lst and has asked that Council pass the usual resolution with respect to low-flying aircraft for the purpose of mosquito control. The Mosquito Control Board has asked for this resolution to be placed on file in the event that spraying becomes necessary. As Council. is aware, the policy in the past has been that before any spraying is done, Council would be consulted. Council may also recall that although no spraying by aircraft took place in the City of Port Coquitlam last year, it has been the policy in the last couple of years to spray only for larvaciding and the method used involves the use of a granular chemical which is dropped from the air onto the low-lying wet areas. The use of the granular chemicals seems to be far more acceptable to the environmentalists and bee-keepers and there has been little problem involved in its use. The resolution required by the Ministry of Transport is as follows: "Notwithstanding the hazard of low-flying aircraft over the Municipality for the purpose of mosquito control, we wish to apply for a waiver of Section 529, Paragraph A and B, of the Ministry of Transport Air Regulations."
