Ranger I noted in the minutes of last week's Council meeting that the proposed Garbage By~law was accepted for final draft by Council without one word of explanation to the public about its contents, philosophy or ramifications. After examining the Draft By-law I can understand your reluctance to discuss it. I even recall some of you expressing dismay at the possibility of it being discussed prior to the last election. I honestly think you don't know what you are doing and challenge you to prove me wrong. From the Clerk's letter to the Solicitor, dated November 20th, 1975, Item 4, "A garbage charge of $24.00 per year to those benefiting..... It is suggested (by Council) that an appropriate Mill rate reduction would accompany the institution of a separate charge. It is estimated that the revenue from this charge would be approximately $100,000. to $120,000. per year." The By-law as it now reads, will eliminate City garbage Pick-up at all industrial and commercial sites. At present most industrial and commercial pick-ups are handled by private contractors, however, they are going to receive a 2 Mill reduction in their taxes. What a windfall for them, and they didn't even have to ask for it. . Example: C.P. Rail Assessment --~ $2,000,000. reduction in taxes of 2 Mill $ 4,000. If the By-law is adopted, C.P.R. will realize a reduction cf $4,000. in taxes and we don't even pick up their garbage now. If the total assessment for the Cit; commercial and industrial area is $15 Million, then a 2 Mill reduction will create a loss of $15 M. x 2 Millis = $30,000. It makes no sense whatsoever to give back $30,000. in order to charge residents $24.00/year to raise $100,000. to $120,009. I honestly think you don't know what you are doing, unless of course you are in favour of Corporate Welfare. As our industrial and commercial assessment increases each year, the give away wi?l increase in proportion, and have to be paid for by single family taxpayers at a time when we are supposedly trying to ease their tax burden.
