Course paves way for jobs

Northwest Community
College here will give its
students a chance to work
ina growing niche market,
says its instructor.

. “Seven years ago there
was maybe half a dozen
limber framing compa-
nies,” said Shawn Harris.
“And now there are over
20: companies across B.C.”

~ Timber framing is ex-
actly as ils name suggests
- hewn togs form the
frame of a building, provi-
ding builders the chance at
creating visually-striking
structures keying on the
warmth that exposed wood
brings.

“And because of the
structural strength of the
timbers, vaulted open
rooms are possible, as are
large windows.

“Harris says the open
oom ‘concept can easily
be used in modern home
designs which incorporate
what are called great
rooms.

Outside walls feature
ESP foam insulation sand-
wiched between two
Sheets of oriented strand
board.

“Harris saw his very first
timber frame home here in
Terrace seven years ago.

He was a logger then,
but decided that industry’s
days were limited and that
another occupation was in
“order. :

. framing and travelled to
Kasio in the West Koote-
nays for his first instruc-
tion.

“emphasized hands-on
practical instruction in one
of the shop spaces at the
college.

The 13 students learned
the basics by constructing
what was to be a barn for a
local client.

That changed during the
course with the client
-wanting to live in it in-
. stead.

add-on sections.

The timbers are fitted
together in much the same
fashion as smaller joinery
work.

Power planers, drills,
chisels, circular saws and
an electric, chain-driven

morticer are tools of the
trade.

Timber-framed build-
ings carry a high resale
value because of their at-
tractiveness and long-
lasting structural strength.

“In Eastern Canada
there are buildings several
hundreds years old and in
Germany, ones that are

900 years old,” said Harris.

“There’s definitely a
market in residential hous-
ing. Also for pubs and con-
dos, It’s comparable to log
homes,” he said.

B.C. companies are also
exporting timber frame
buildings.

That’s easily done by

assembling the structure,
marking its components,
taking it apart and packing
into large containers for
shipping,

The continuing educa-
tion course here is a first
for a community college in
B.C. and Harris says addi-
tional ones are a possibil-
ity.

Police unsure of booze law change

"If your mom only knew that YOU'RE the
biggest maniac!” Eddy grinned.

Ryan huffed. “Hey, | like speed bul I’m
always in control. Let's hit the black diamond
runs and work our way up to the Death
Defier.”

They stormed down their favourite runs.

“What great conditions!" Eddy cried with
joy.
“Time for the Death Defier.” Ryan's eyes
sparkled.

They headed for the hill's toughest run.

“Whoahil" Eddy said. “Look at these mon-
ster moguls!"

* Eddy shushed down the hill.

Then Ryan took off. “Aye Carumba!l”
Leaning back on his skis, Ryan held both
arms to his side and headed straight down
the steep run, quickly gathering tremendous
speed, —

Eddy smiled to himself, “Who else has the
guts to bomb down a tough run like this?”

Ryan flew off one of the bumps.
“WHOAHIII" he cheered.

Suddenly, Eddy noticed a skier crossing
the hill, right in Ryan's path.

“WATCH OUT!" Eday cried In horror.

Ryan couldn't stop in time. He smashed
into the skier with a terrifying force, sending

The ski patrols rushed to the scene.

Ayan and the other skier were taken to
the hospital, Ryan had a broken arm. The
other skier had a crushed skull. He died
soon after.

Ryan's mother arrived at the hospital in a
panic. Ryan was siill

dazed, "What...have | done?”

A cop approached. “Ayan Manderson,
you're under arrest for reckless
mansiaughter.”

Ryan's mother gasped. “But he’s just a
skier...not a criminal!"

In court, the prosecutor was adamant.
“Your Honour, although Ayan was an expe-
rienced skier, ha chose to ski straight down
a steep bumpy slope, out of control. The
victim was hit so hard that he ended up 90
feet below. Send a strong message to crazy
skiers. Convict Ryan of reckless
manslaughter."

Ryan fought for his freedom. “Your
Honour, | fee! terrible but this was a freak
accident. Lots of people ski as fast as | do.
Everyone loses contral once in a while
when skiing. Surely that doesn't amaunl to
manslaughter.” —.

McKenna says a large portion of problems the police
deal with do have alcohol related factors.

Domestic disturbances, large parties, mischief such
as vandalism to property and theft from vehicles often
have alcohol invelved, McKenna says.

He says alcohol already contributes to many social
problems, in Terrace and what will happen if bars are

open later is unknown. ...

Law society sues

THE LAW SOCIETY of B.C. is suing the provin-
cial government in B.C, Supreme Court April 9,
challenging its decision to close 24 courthouses
around B.C., including the one in Kitimat.

The society says the decision affects the admin-
istration of justice which is outside the jurisdiction
of the attorney general who ordered the closures.

The society charges the closures ‘interfere with
the dulies of the provincial court.such as the power
to order that a trial take place al a certain place on
specific day as set aut in the Criminal Code.

Public access to courthouses must be taken into
accounl, says the. society,

The Law Society of B.C. has. 190,000 members
and is the governing body for the B.C, legal profes-
sion. It also works to uphold and protect the public
interest in the administration of justice.

Teachers to be trained
THE UNIVERSITY of Northern British Columbia is
introducing a Bachelor of Education program this
fall, following a decision by Simon Fraser Univers-
ity ta stop offering a similar one in the north.

For now, it’ll be based at the university’s main
Prince George campus and details about how it'll
be offered in places such as Terrace are being
worked out, says UNBC official Rob van Adri-
chem.

Approximately 30 students wil! enroll this fall for
training in teaching kindergarten to Grade 5 with a
Grade 9-12 component to follaw in 2003 and a
Grade 6-8 component in future years.

The bachelor program is for people who already
have a university degree in a subject commonly
taught in B.C. schools and features an extensive
period of classroom practical experience. It’s being
financed with new money from the province.

Fishing lodge fined
A fishing lodge in the Queen Charlotte Islands has
been ordered to pay a total of $10,090 for polluting
the water off Graham Island with spilled diesel
fuel.

Queen Charlotte Lodge Ltd. pleaded guilty
March 8 in Prince Rupert provincial court to one
count of introducing business waste into the envir-
onment. The court fined the company $100 for the
September 2000 incident and imposed a further
penalty of $9,990, which must be paid to the pro-
vince’s Habitat Conservation Trust Fund.

The company was charged afler diesel fuel
spilled into Naden Harbour during the unattended
transfer of fuel between two tanks at the fishing
lodge. One tank overflowed, and between 450 and
675 litres of diesel was spilled before a lodge em-
ployee stopped it.

The maximum penalty for these charges under
the Waste Management Act is $1 million.

The Habitat Conservation Trust Fund is suppor-
ted by surcharges on angling, hunting, trapping, and

. guide;outfitting | fees, donations and court fines. , -

Since: 1981, more than $55 million has been pro-

vided by the fund for enhancement work.
