Entoment Sin " O8p fo that has to-be funded by raising localtaxes, The central concept. behind the funding ‘formula is that the ‘province will provide the bare “bones of education to local ‘ school districts and anything _ that goes:beyond that has to be paid for from local revenue. That ‘anything could include, _ special local initiatives for in- ‘novative programs ‘in education (some of which may qualify for provincial funding if. they meet certain conditions), new technology in classrooms (which ‘the ministry may also fund to some extent under some condi- - tions): and a variety of -other _ things, the most significant of - which in recent years has been — the number of teachers hired and how much those teachers. are paid. The negotiating process be- tween the board and the teachers in School District, 88 in recent years has gotten a lot of press. Last.year teachers were given the option by the Ministry of Educa- tion to form collective bargain- ing units, and after. months of negotiating with the local board they went out on strike for four - weeks. After a prolonged series _of diatribes and screeds from - both ‘sides a settlement was reached, a settlement generally perceived by local taxpayers to be an expensive one. The follow- ing four-year average will put that in perspective: ; * Over four years instruction cost us $2,025,000 in increases; during the same period the total cost of operating School District: 88 went up $6,336,607. The in- crease in local residential prop- erty taxes collected to finance that increase was $2,061,270. It would appear at first examina-. tion that virtually all the proper- ty tax increase- went toward a higher cost of instruction, but that ignores increases in the ex- . penses of administration and support, operations and maintenance, auxiliary services and transportation. — The questions remaining are very qualitative ones: are we get- ting a-better education for. our children relative to’ the higher taxes we are paying? With the second highest property tax in- crease in the province since 1983, are our children getting the second best (qualitative) education in the province? If the current trend continues, is it fair to expect property owners alone to bear the burden of higher and - higher local assessments to finance education, and. is it fair to expect locally-elected school ‘trustees to walk a finer and finer line between what local tak- payers will tolerate in property taxes and what the public in this district expects in the way of education? - /This method of raising money . to fiance schools and other Ey . local services that people expect se MPS ES oe nee ena erm a ame oa oan ‘ of their governments is not the . only way it can be done, For “some ‘of the other proposals, _ some. of: the alternatives, read <--> the second installment -of-this:» 2°" +. . |. analysis in next wedk's: Terrace «0.02505 Review. eS ES _— ‘continued from page’S
