July 13, 1992: July 22, 1992: The Planning Committee received for infermation and referred to Council a report dealing with the resoiution of Council mentioned above. The Planning Department indicated that the purpose of the report was to investigate the pros and cons of allowing additional 33 foot lots in the City and to identify the location and number of 33 foot lots in the City with a view to verify whether or not 33 foot lots were located in identifiable clusters. The report provides an inventory of all existing 33 foot lots and also any lots with widths between 33 and 40 feet. The report indicates that "given a residential area with an abundance of 33 foot lots, it would seem logical to permit further 33 foot lots, provided that a reasonable building could be constructed. However, the impact of newly created 33 foot lots has to be considered in an overall planning context". Issues to consider, the report said, include: increased density, development quality and impact on redevelopment into multi-family residential where such designation is given by the Official Community Plan. The report identified three policy approaches: 1. To permit 33 foot lots in those areas where they are prevalent. Given the spread of 33 foot lots throughout the western half of the City, there may be some difficulties with thie approach. Create a new zone for 33 foot lots and permit them throughout the City. 3. Net to permit the creation of new 33 foot lots. The Municipal Council passed a resolution requesting "That the Planning and Development Committee consider amendments to the Zoning Bylaw that would allow the creation of 33 foot wide lots in areas clustered predominently with 33 foot wide lots". The Planning Committee passed a resolution instructing that the Planning Department prepare a workshop for Council dealing with: A new zone for 33 foot lots; Locations for 33 foot lots in the City; Discussion of affordability of 33 foot lots; How to ensure affordability of 33 foot lots (area, setbacks, height restrictions); and Process for implementation of a 33 foot lot zone through pre-zoning.
