RECOMMENDATION: That Council pass the attached Tax Sale Expenditure Bylaw. BACKGROUND & COMMENTS: The City’s present computer system is a MAI Basic Four which was purchased in 1981 and as Council is aware our needs and volumes have increased to the point that the system needs replacemnt. In November 1985 Council authorized a review of the City's systems which (in February 1986) recommended "That the option of replacing the Basic Four should be examined..." In March 1987 Council authorized retaining Stevenson Kellogg Ernst & Whinney (SKEW) to assist in the replacement of our computer system. In June 1987 Council authorized proceeding with requesting proposals for prospective suppliers. In October 1987 the two short listed suppliers set up three day demonstrations of their software for City staff and gave an overview to interested members of City Council. As a result of these demonstrations it is clear to members of staff that the best solution can be provided by WANG hardware combined with NISSI software. : continued page 2...
