VaC 2A8 Ret Port Comuitiam’s Participation in Development Services Dear Mr. Kirk: Harlier this year, City Council considered a proposal from the Greater vancouver Regional District that Port Coquitlam participate in nene-regulatery development services ag a GVRD Pmnction undez Supplementary Letters Patent. "Non-regulatory development services" ia the term used to describe the data, forecasting, transportation madelling and intermunicipal coordination services provided by the 's Development Services Department. The Supplementary Letters Patent were intended to replace the contractual arrangement between the eed and participating municipalities which prevailed between 1983 and Council expressed a preference for continuing with the contractual arrangements, basically extending the present contract beyond its termination point at the end of 1968. ‘The Oiatrict of Surrey tack the some position, but it has recently decided to opt inte the 8 emantary Latters Patent arrangement. Before proceeding with the application for Supplementary Letters Patent. for Surray or preparing a contract for Port Coquitlam, the GVRD Board has directed me to bring you up te date on the current status of the Supplementary Letters Patent option as it may apply to Port Coquitlam’s current requirements. the GVRD's application for Supplementary Letters Patent wae approved in August, A copy of the Supplementary Latters Fatent is attached as Appendix A. In addition, Supplementary Letters Fatent have been issued to add the City of Langley and Township of Langley to the GVRD for all functions, including Development Services, as of 1 January 1989. To provide municipalities participating in Development Services with agsucance of continued involvement in the function, a bylaw has been drafted for consideration by the GVRAD Board in early 1989. The provisions of the bylaw (Appendix B) are: @ establishment of the Davelopment Services Advisory Committee, @ consultation with municipalities prior ta consideration of policy recommendations by tha GVRD Board; and . @ establishment of a base budget for the function at $.11 per $1,000 o£ assessed value, a level which can only be exceeded through specific authority of the GVRD Board after review by the Davelopment Services Advisory Committee. , oe fe 4
