Fe ae ance the ce "Engineer" means the City Engineer of the Corporation of the City of Port Coquitiam; "highway" includes every highway within the meaning of the Highway Act R.S.B.C. 1979, c. 167 and every road, street, lane, or right-of-way designed or intended for or used by the general public for the passage of vehicles, and every private place or passage way to which the public, for the Purpose of the parking or servicing of vehicles has access or is invited; "maintenance" means the work, subsequent to the construction of a highway, of preserving and keeping it in repair, inctuding the making, cleaning and keeping open ditches, gutters, drains, and water courses, and the repairing of retaining walls, cribs, river protection works and other works necessary to keep open and maintain the highway fer the use by the traffic for which it fs required; : "owner" in respect of real property means the registered owner of an estate in fee-simple and.inctudes: (a) the tenant for tite under a registered life estate; (b) the registered holder of the tast registered Agreement for Sale: (c} the holder or occupier of land held in the manner mentioned in Sections 409 and 410 of the Municipal Act R.S.B.C. 1979, ©. 290 (the "Act"); an Indian who is an owner under the letters patent of a municipaiity, incorporated under Section 10 of the Act; "occupier" means a person (a) who is qualified to maintain an action for trespass; (b). in possession of Crown land under a homestead entry or pre-emption record; in possession of Crown land or land owned by municipality under a lease, license, agreement for sale, accepted application to purchase, easement or other record from the Crown or municipality or who simply occupies the lands.
