Eng., FILE: P.W.C,/406.7 City Engineer SUBJECT: ACCESS TO COQUITLAM INDIAN RESERVE (Public Works Commitee Meeting - October 3, 1994) RECOMMENDATIONS: {) That Council grant permission to the Coquitlam Indian Band to use access route #5 for ui additional one year to October 7, 1995, 2) That Council grant permission to Bel Construction Ltd. to use north Shaughnessy Street access between the access route #5 and Stafford Avenue, BACKGROUND & COMMENTS: The Coquitlam Indian Band has requested that the City extend permission for them to continue using access route #5 for an additional one-year period as outlined in their letter of September 29, 1994, copy attached. Bel Constraction Lid. is requesting permission from the City to use the Shaughnessy Street Right of Way between access route #5 and Stafford Avenue as outlined in their letter of September 27, 1994, co y attached. The use of this access road would reduce the amount of truck traffic at the Nacht Avenue and Shaughnessy Street intersection, as well ag the access from Mary Hill Road at Shaughnessy. Bel anticipates this will result in splitting the traffic 50/30 for access to route #5, Bel Construction was recently awarded the City’s Stafford/Marshall Subdivision project and would utilize this access for any material dumping. There will be increased truck traffic in the area during this project. Following discussion, the Committee recommended su port for the extension request from the Coquitlam Indian Band subject to the Previous provisions and also support Bel Construction Ltd.'s request to use the Shaughnessy Street access between the access route #5 and Stafford Avenue provided that Bel indemnifies the City for public liability in the amount of $5 Million, constructs a wheel wosh on Shaughnessy south of Stafford, Strictly control dust and dirt and provide a $10,000 Highway Use Bond as security. Further, this use not be permitted until the temporary sidewalk on the east side of Shaughnessy from Marshall to Pitt River Road is constructed. The location of these two access roads are shown on the attached Plan 3.
