BACKGROUND & COMMENTS; Over the past two years we have experienced problems with various soccer leagues, both minor and adult, utilizing city maintained soccer fields when the fields have been closed by the Parks & Recreation Department. It has become necessary to institute a system whereby the leagues would be fined if one of their teams was found playing when the fields were closed. Bram Hoogendoorn, Parks Superintendent, would ensure that the fields were patrolled during field closures. The leagues would be notified in writing immediately about the new procedure.
