By these changes the prime minister hopes to reverse a political trend as seen in the recent polls, which show the Tories going downhill while Liberal and NDP support rises. “Indeed, the latest poll shows that the Liberals have a three-point lead over the Tories and in Quebec, the Tories face a catastrophic downturn: they are now third in the polls with the Liberals in first place and the NDP in second place. “That is quite a dramatic change in two years, after winning a huge majority both in the country as a whole as well as in Quebec. It shows that the Canadian people are beginning to turn away from the Tories and their bankrupt policies. ee “Instead of drawing appropriate conclu- sions from this situation and changing its policies, Prime Minister Mulroney and his advisors have instead played a game of mus- ical chairs by shifting cabinet posts around. Nothing will be changed regarding the basic policies of the government, which are the cause of the downturn for the Tories. _ “To try to reverse the situation in Quebec, four new cabinet members were added and given important economic posts. Does that mean that land claims will be thrown out of the window? “Marcel Masse, former communications minister, initiated a bill set to come before Parliament on the question of broadcasting. He has been replaced by Flora McDonald. Will she press for a broacasting bill which ensures its Canadian character and content, or will she give Canada away culturally, piece by piece to the U.S.? “It is interesting to note that these changes in the cabinet have not evoked any concern by the corporate elite in Canada. Tom d’Aquino, president of the Business Council on National Issues, has stated: “There are no negatives in this shuffle. Things will go on the same way as before, except that there will be new faces in this or that cabinet post. “While the coporations can say, “There are no negatives in this shuffle,” the Cana- dian people have no reason to be happy. The basic issues before the country which the Tories. were unwilling and unable to deal with remain as before. Unemployment will continue. Wages will continue to lag behind © inflation. Economic and military integra- tion with the U.S. will continue. Efforts to curtail social programs will continue. Instead of speaking out for peace, the government will continue to echo U.S. poli- cies with all its dangers. “In total, the cabinet changes offer nothing good for the Canadian people.
