Freeman, City Clerk RE: Payment of Dues ~ Canadian Federation of Mayors and Municipalities Most members of Council will recall that on June 25th, 1973 a report was received from then Mayor L.B. Scott reporting on the 1973 C.F.M.M. Convention and advising that the convention over emphasized the social aspects and that many of the discussions were very dull, poorly chaired, and lightly attended. After receiving this report a brief discussion then ensued amongst the Council members and a resolution was passed stating that unless there was a vast improvement in the functions of the C.F.M.M. prior to December 31, 1973 that a recommendation would be made to next year's Council to consider withdrawing the City's membership. On December 3, 1973 we received the C.F.M.M.'s invoice for our 1974 membership fee in the amount of $489.25 (2.5¢ per person for a population of 19,570). Shortly after receiving this invoice we received advice from the Union of British Columbia Municipalities to the effect that two very important meetings were coming up with respect to the C.F.M.M. and suggesting that payment of the 1974 membership fee be deferred until the results of the two meetings are known. Attached is a report from the Union of British Columbia Municipalities dated March 8, 1974 on the results of the two meetings and the Council will note that the U.B.C.M. recommends that those municipalities which may have deferred payment of 1974 C.F.M.M. dues reconsider their position in view of the changes which have been initiated.
