That Council inform the Motor Carrier Commission that they have no
objection to a regional taxi ticensing system, subject to the following
conditions: . a

1) competent authority to license, control, inspect and
supervise the operation of a limited but adequate number of cabs;

2) uniform tare structure, insurance, and standards for cabs
and drivers, similar to those now in force in Vancouver; - “

%) centralized computer-aided dispatch for all cabs to ensure
reasonable coverage throughout the region and to minimize dead~
heading;

4) central registry of all trip sheets;

5) some ¢rotection for the investment of present license
holders.

That until there is a regional taxi system and subject to the
conditions outlined in this report, suburban cabs shal be permitted to
pick up in the City under the following circumstances:

1) pick-up of passengers of a corporation by contract with
that corporation, usually not at a metered rates (e.g. Air Canada
crews, longshoremen). : ,

2) pick-up of passengers returning to the suburban |
munictpality who have requested a suburban cab by phone or by pre-
arrangement.

3) pick-up of passengers returning to the suburben
municipality from major events in the-City--where- physical-. .---
arrangements can be made for a separate cab-stand and line-up,
clearly identified for "Suburban Cabs" as distinguished from
"Vancouver Cabs", (e.g. Stadium, Exhibition Park, maybe later Expo
186). a
