THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM C 0 1 \ C FEB 2 1981 TO: Mayor and Aldermen January 30th, 1981 FROM: Public Works Committee ITEM I Re: Development Cost Charge Amendments The cost to the City of constructing various offsite improvements to the benefit of new development which cannot be fairly charged to any individual development are recovered through development ‘cost charge by-laws. The by-laws cover work which is to be done in the future. However, the legislation does not permit us to make provision for inflation in the charges. It is therefore neccessary to periodically amend the by-laws as the projected costs increase. The Committee examined each by-law individually and recommends the following adjustments: a. Highway Facilities Bylaw No. 1680 - increase all rates by 35.8% (This is based on estimated unit construction cost increases since the original by~law was adopted in 1979.) Sewage Facilities By~law No. 1735 - increase rate by 172% (This is based on a 2% increase in 1980 actual over 1980 estimated plus an estimated 15% increase in 1981.) Water Facilities By-law No. 1657 - increase all rates by 15% (This by-law was last amended in 1980 and.a further 15Z increase in costs is anticipated for 1981.) Drainage Facilities By-law No. 1736 — increase all rates by 17.5% (The original charges were based on a rough estimate of a drainage system.
