. fices, Permits needed FIRE SEASON officially be- gan April 15 and that means permits are required for all lypes of outdoor burning ex- cept campfires. Class ‘A’ permits — for most grass burning and all open. burning for industrial and. Jandclearing — are re- quired year round, : . But the arrival of fire season Means permits are also needed for Class ‘B’ burns, including “mbbish- or minor yard clean up debris, There is no charge for these: ; ‘If the fire is to be within _tunicipal. boundaries, a permit can be taken out at the loca] fire ball or municipal of- ’ . Permits for fires in outlying areas can be obtained at the forest service office on Keith More comment needed _ into Thornhill’s future THE COMMITTEE looking into the future of Thornhill is having troubles because it hasn't received a lot of public comment. And what comment it does have is “‘really varied,” says Thornhill regional district director Peggy Julseth, The committee is to choose one of two options — amalgamation with Terrace or incorporation as a separate municipality. Voters will be asked to approve or tur down the chosen option this November, The option chosen is supposed to be based in large part on the assessment of public feeling, a chance people will decide to leave things the way they are, Jul- scth suggests Thornhill has now reached a population level where change is necessary. That population growth and ac- companying demand for in- creased services means . the regional district is now being asked to take on tasks for which such bodies were never intended — for example, the recently com- missioned Thornhill water and sewer masterplans. Julseth recognizes there are concems incorporation cr amal- gamation will mean increased taxes for Thornhill residents. tough call when there is little response from the public, said Julseth. She made the comment leading into next Wednesday’s meeting on Thorohill’s future, However, she ~— maintains, “There is a day coming when they will probably surpass Ter- race taxes for the services pro- vided.” Proposal would see bringing the airport bench into the new ex- panded community. It would not, however, be part of an in- corporated Thornhill meaning “perfect land’’ in terms of future development would be lost to the community, Having two Separate municipalities on opposite sides of the river also raises the pros- pect of the two communities bat- ting each other for . senior government attention and grants, “I would hate to see competition between the two,” she adds. Whatever option is taken to teferendum and whatever way the people vote, Julseth is clear on one thing: ‘I would like to see this settled,’” Next Wednesday’s meeting takes place at the RBM. Lee Theatre beginning at 7 pm. If you want selling space, please attend our spring meeting Thursday, April 20 7:00 pm At the amenity building 4616 Haugland Ave. in the new housing Therefore she hopes peopte will look beyond the immediate fig- ures and recognize ‘‘there are consequences 10 matter what we do,”’ . Taking the long term view is particularly important in compar- ing incorporation and amalgama- tion, she says. . Looked at in terms of the next five years, she agrees incorpora- tion may Jook like the more at- tractive option, But projecting forward 20 years it’s not such an easy decision and amalgamation is probably the bet- ter choice. Julseth notes the amalgamation . Ave, Obtaining a permit not only ‘avoids the possibility of a fine — $75 — it could also save a lot more money in the long TUR, - That’s because if an illegal fire gets away and destroys neighbouring property, the burner might face a civil court action and could also be liable to cover fire fighting costs in thé case of runaways, However, if a permit has been taken out and all the Safety measures attached to it followed, the chances of a prosecution would be substan- tially reduced. Julseth hopes fora large turnout for what will likely be the last such public meeting on the issue. Since. the first public meeting Dec.. 1 Jast year, consultant Eugene Lalonde has . produced two draft reports which have ex- amined the options open to Thornhill: maintain the status quo, incorporate as an indepen- dent municipality or amalgamate ° with Terrace, Julseth suggests a lack of un- derstanding of people of the is- sues as one reason for a lack of public comment. Copies of the latest report, she points out, are available at both the regional district offices and public library. While conceding there’s a from the committee members and Lalonde, also on hand will be Derek Trimmer from the Municipal Affaiss ministry in Victoria.
