We must deal with the social and economic con- sequences of this phase of the Industrial Revolution in their broad aspects. Labour, management, and _ govern- ment must now grapple with the problems created by the new technology. The first and most sensible thing to do is to assemble all the facts as a basis for decisions to pro- tect the labour force. The industry’s Wage Re- vision Committee, on which the IWA is represented by Jack Holst and Joe Miya- zawa, is turning the spotlight on changes in our wage structure which must fol- low changes in production methods. Startling facts are coming to light and will de- mand our most careful con- sideration. I have asked my fellow-officers with ex- perience in logging and mill- ing operations, to comment on the effects of changes herein noted. As far as text and photographs can aid us, -we can thus get a better view of the over-all picture. I have selected the Frank- lin River operation of Mac- Millan, Bloedel and Powell River Ltd., in the jurisdiction of Local I-85 IWA, as one which shows _ spectacular changes in logging methods. As we proceed with wage revision, crew members everywhere are supplying a wealth of invaluable infor- mation. The final collation ot all this information will assist the Union’s membership to make decisions about future policy that must be faced. I should stress the fact that changes illustrated in these pages do not represent full automation. They represent forms of mechanization that will lead to full automation eventually in some sections of the industry. The nature of lumber production is such that men must continue to make decisions and perform functions that can never be done by machines. Neverthe- less, the results we see, in terms of displacement of hu- man labour are similar to those which attend automa- a ne NEW STYLE LOADING MACHINE N s Bring New Problems” / ah, tion in continuous flow pro- duction found in other indus- tries. Employers have claimed that workers displaced by technological change will be automatically absorbed in employment created by in- vestment in new industry to supply more modern equip- ‘ment. This does not follow present changes in the lum- ber industry. The new equip- ment and parts are mainly supplied by equipment manu- facturers in the United States. The new logging and milling methods are principally ex- panding the business of es- tablished equipment manu- facturers in the United States where there is little hope of employment for our displaced loggers and mill workers. The manufacture of auto- matic equipment is being au- tomated as well. We have advocated a gov- ernment>labour-management survey of technological change and its effects on manpower and employment. Failing action by the govern- ment and the employers, we must continue our own sur- vey and state the facts to the general public.
