PEO MEMORANDUM MW MAY 14 1979 Mayor and Council May lith, 1979 BuLiding and Protection Committee Re: Parking Area ~ Shopping Centre - Shaughnessy and Lougheed At the last meeting of Council the Building and Protection Committee was asked to review the parking situation at the Shopping Centre on Shaughnessy and Lougheed. It appeared from an old site plan that the Developer planned to use all of the unopened portion of Coquitlam Avenue adjacent to the shopping centre for parking and it was thought that some parking arrangements should be made with the owner. The Committee has looked at the situation and has determined that the plan was not a final As~built drawing, but: possibly a proposal submitted at some stage of development. Council may recall that this building was involved in a bankruptcy and remained unfinished for a year or so. The present situation is that a portion of Coquitlam Avenue was paved to provide access around the end of the building to the lane behind. There are nine parking spaces in this area, compared to some thirty spaces shown on the original drawing. The Committee has concluded that nothing can be instituted to set up some sort of parking agreement now with the owners of the shopping centre, the area is entirely public road allowance and, although Council has the authority to regulate and control parking on this area, we have no authority to enter into a parking arrangement. and make charges for the use of this area.
