‘Petition to council regarding speeding and noisy ‘traffic on lane between Thea and Elinor, The lane leading from Thea to Elinor is being used by people other than residents with required access as a. thoroughfare or short-cut; for which it is not "intended. Through traffic starts at 6:00 a.m., with approximately fifteen to twenty cars per hour without regards to speed limit, for a. duration of two hours. Also, this takes place again between 4:00 and 6:00 p.m. Between these times other vehicles use the lane as a through lane. At times there is excessive speeding and noise of squealing tires. The people with required access to this lane, therefore, feel the solution to this problem is to block off the lane at the top of Elinor, to prevent through traffic.e Speed bumps are not suitable.
