May 5th, 1975 Mr. Don Ray, 2820 Burns Road, stated his understanding that there should be one police officer for every 1,000 citizens and since the Proposed project will generate approximately 800 persons, inquired whether this has been taken into account in determining the member strength of the R.C.M.P. Detachment. Acting-Mayor Alderman Thompson ad- vised that the police manpower never "catches up"; however, the Detachment is aware of the project and will be calling for more staff. Mr. Ian White, 1086 Bernard Place, inquired whether the Proposed day care facility will include kindergarten and Mr. Birtwell replied that it would not ~ only day care for the children of working mothers. Alderman Keryluk referred to the conditions set forth under "Special Provisions” in Appendix 3 of Land Use Contract No. 10, and stated he agreed with the sharing arrangement between the municipality and the G.V.R.D. except for the statement on Page 2 that reads: "The Municipality undertakes to use its best efforts to obtain a reasonable contribution from each such multi-family residential development and to transmit all amounts received on this account to the Greater Vancouver Housing Corporation." Alderman Keryluk inquired what specific area is being assigned into the sharing aspect and whether there is a specific maximum amount that the City is prepared to turn over to the G.V.R.D. The City Engineer advised that in view of the fact that the fairly large Project will place an unbearable strain on the North Side water system generally, it will be necessary for the G.V.R.D. to provide a lengthy connection which starts at Coquitlam Avenue and Flint Street and will conform to the overall Planning for the area. The City Engineer commented that the cost per unit for a similar development under normal circumstances would be $300.00 per unit which would have provided $60,000.00 in the case of this project; however, in providing the system necessary, the amount required is $135,000.00 and it was agreed that when other developments take place within a reasonable Jength of time an amount would be refunded but this amount would not equal the difference between $60,000.00 and $135,000.00. Mr. W. Traviss inquired as to where the widening on Coast Meridian Road would be carried out and the City Engineer advised it would take place generally in the area adjacent to the proposed development - possibly to Coquitlam Avenue but not to Prairie.
