AB - The Terrace Standard, Wednesday, March 2, 1994 Victorian attitudes leave Fed fish minister confused By JOHN YOUNG (The Interior News) THE PROVINCE is_ sending mixed messages about its support of major changes to the North- west commercial fishing indusiry, federal Fisheries minister Brian Tobin says. - He has told sport fishing repre- sentatives provincial politicians were being inconsistent about a planned major overhaul of com- mercial fishing at the mouth of the Skeena River this year. John Brockley, chairman of B.C.’s sport fishing advisory board, and other sport fishing rep- rescntatives met with Tobin on Saturday, Feb. 12 in Vancouver during the Liberal minister’s first visit to the west coasl. The board Brockley chairs ad- vises the federal fisherles depart ment on sport fishing issues in B.C. “The germane point is that Tobin came to us in this meeting and said, ‘Look, I’m gettin con- flicting messages from the pro- vince as to how [ should approach this issue,” Brockley said. “In the world of politics that’s quite significant.” The night before, Tobin had gathered with provincial politicians to discuss this year’s fishing plan for the Skeena., Among those present were Aboriginal. Affairs minister John Cashore, Jim Walker, assistant depuly minister for Environment, Agriculture and Fisheries minis- ter David Zimhelt, and Prince Rupert MLA Dan Miller, Environment Minister Moc Sihota didn’t attend. A spokes- man with the ministry said Sihote had other committments. “it's of concern to us that first of all Sihota didn’t come,” Brockley commented, “and prob- ably more importantly, that there was & mixed message given to the minister of Fisherics and Oceans Dan Miller as to how he should approach the fishing plan this year.”’ Brockley noted the province had earlier taken a strong line on increased. steclhcad conservation measures for the Skeena. But since DFO followed through with plans to overhaul the way fishing is conducted, things seem to have changed. Last month federal fisheries tabled nine options on ways to achieve a 50 per cent reduction in the incidental catch of steelhead in the commercial fishery. The reaction has put Miller and Zirnhelt under tremendous’ pres- sure from lobby groups in the commercial fishing industry, Brockley said, B.C’s agriculture and fisheries ministry licenses fish packing plants and the fishermen are in Miller’s riding. “‘They’ve been under a virtual commercial fishing onslaught over the last few wecks,’’ Brock- ley said. ‘(Miller and Zimhelt) were looking for perhaps a more con- ciliatory approach ta the issue.” Commercial fishermen don’t support the 50 per cent reduction goal, changes of gear type, or proposed time and area closures on the fishery, Brockley is worried the pro- vince will cave in to pressure and back off on its position on the Skeena, leaving the federal government to fend for itself. **(Tobin’s) hghling a stick of Supply Ltd.
