TERRACE — The Kit-
sumkalum band will start gill
netting fish in the Kalum River
next year, says band chief Cliff
Bolton.

Department of Fisheries and
Oceans (DFO) officials said the
band has sent a proposal for a
chinook salmon food fi shery on
the river to take advantage of
replenished stocks there.

But Bolton said last week the
band is simply telling the
government what it intends to
do, and will carry out the plan
with or without DFO approval.

“We're going to do as other
tribal groups and nations are
doing around us and start asser-
ting our rights — rights we
never gave up,”’ he said.
““We've been Mr. Nice Guys for
too long,”

Bolton. said most of the
fishing would likely be done at
the site of an old band village at
the mouth of the river’s canyon.
“All we're doing is re-
establishing ourselves on the
river,’’ he said.

He said the move doesn’t
mean the band will abandon it’s

up since it was closed for con-
servation purposes more than
20 years ago, DFO spokesman
Norm Lemmon added.

The Kitsumkaium move
comes after a Supreme Court of
Canada decision a month ago
affirmed the rights of native In-
dians to fish. The judges hear-
ing the case of Musqueam
native Fisherman Ron Sparrow
unanimously found the fishing
rights of natives must. take
priority over all other groups,
and that conservation+is the on-
ly reason to prevent natives
from fishing, . . :

“I think the Sparrow decision
has been long overdue,’’ Bolton
said. “A lot of the so-called
laws governing fisheries were
just interpretations by certain
bureaucrats, And the courts are
saying they don’t mean
anything,’”

been squeezed out of the
Kalum, while sportfishing goes
on — whether it’s regulated or
not.”’
