The following is a communica- tion from the Communist Party of Uruguay asking for solidarity actions in their struggle against the Bordaberry dictatorship. It was received by the fraternal delegations attending the recent Ist Congress of the Communist Party oi Cuba. % * a An extraordinary resurgence of typical fascist repression by the Bordaberry dictatorship against democrats, patriots and While attending the 7th Con- gress of the Polish United Work- ers’ Party in December on behalf of the Communist Party of Can- ada, Bruce Magnuson travelled _ with the fraternal delegates from Peru and Syria to the city of Zyrardow where he spoke to 800 workers of the Polskilin Linen factory. The bulk of exports from this enterprise are sent to the USA and Canada. Excerpts from Magnuson’s speech follow: : “I am delighted to be a fra- - Congress of the Polish United Workers Party, and I bring you fraternal greetings from the Communist Party of Canada. “We rejoice with you at the great achievements and _ ad- vances which you record since the 6th Congress in 1971. The economic progress has _ raised people’s living standards and has helped to strengthen your so- cialist economy. This fact, be- _ sides being of great importance _ in the. progressive solution of country and toward a_ higher stage of economic and social de- velopment here in Poland, at the same time helps to strengthen the struggle for peace and so- cialism everywhere throughout the world .. - é “T was struck by the mighty progress made by the Polish peo- _ ple since 1971, implementing the _ plans made at your 6th Con- _ gress, under the leadership of your Polish United Workers’ Party. At the same time, even more challenging tasks for the Party and the Polish people were raised for the next five years, _ namely, the development of the basis for an advanced socialist society. I have no reason to doubt that you will accomplish your goals, including the steady growth of real wages, a growth in social expenditures te make life easier and more secure tor working people, making maxi- _ mum use of human and material resources in order to build a ternal delegate to the Seventh’ social problems within your own PACIFIC TRIBUNE—JANUARY 16, 1976—Page 6 those trend, and much more ferocious- ly against the Communist-Party, the Young Communist League and the Workers National Con- vention (CNT) has been in evi- dence in Uruguay in the past few weeks. This brutal operation, concentrated and long prepared, is an avowed attempt to decapi- tate the leading anti-dictator- ship force, which has never ceased acting since June 27, 1973. United Workers’ Party. humanist society with care for the well being of working people. “As a fraternal delegate from a capitalist country to your Congress, I can testify to the fact that an opposite process has been set in motion by the ruling class of Canada. A large scale eccnomic offensive is now under way to cut the real incomes of the working people. Wages are being frozen and rolled back, while prices are steadily rising. Social expenditures are being cut while taxes levied on the work- ing people are rising. Both infla- tion and unemployment’ are growing at the same time. The cost of living is rising rapidly while rent, interest and profit are zooming upwards. The result is grewing poverty and degrada- tion of the working people.” Magnuson described the mono- poly attack and the fight-back by working people. He continued: “ Other issues, such as United States monopoly domination in the Canadian economy in concert with Canadian moncpoly, the ef- fort of Canadian monopoly to’ rise from junior partnership to full equality as partners in a ccntinental enterprise, a consti- tutional as well as economic and political crisis in relatiens be- ‘tween English and French*speak- ing Canada, when combined with the economic crisis make for an explosive situation. ” The Canadian delegate con- cluded by speaking of the chang- ing world balance of forces in favor of peace and socialism and expressing confidence “in future growth and advance where we, ,the working pecple of Canada, will join you in the growing com- munity of world socialist na- tions: .”? AL Ld Ve Guns et, and property of those persecuted by the so-called “Joint Forces” carrying out these operations. Uruguay under Bordaberry’s dictatorship has already the du- bious honor of being one of the countries with largest number of political prisoners per capita of the population; international public opinion has been moved during these two years by the reports of the incredible torture of prisoners, apart from the ban- ishment of various personalities. Thousands of Uruguayans en- dure long imprisonment, among them deputy Jaime Pérez, gene- ral Victor Licandro, the former working-class leader Héctor Rod- riguez,. and thousands of other patriots. Outstanding social and scientific figures are being added to the long list, among them en- gineer, mathematician and Pro- fessor Emeritus José Luis Mas- sera, who is also a Communist Party leader; Vladimir Turianski, Frente Amplio deputy and CNT vice-president; Alberto Altezor, former deputy and railway lead- er; and other outstanding trade union leaders, such as railway- man Pedro’ Toledo, docker Huberto Rodriguez, and others. The gravity of the recent dic- tatorship offensive is that those arrested have been, in effect, kidnapped, hidden and their de- tention denied to their famities and lawyers. When their arrest is discovered. by other means, the prisoners have already been tortured, which prevents the case from being denounced and exposed by solidarity action; in many cases, this means a hazard to their lives, because of the brutal torture, and because many of them are in poor health. The intensification of repres- sion, which has already claimed several lives through torture, is due to the desperate attempts of the reactionary dictatorship to crush the workers’ and people’s resistance which has never sub- sided. On the contrary, it has widened and spread to other social sections, as the state of the country’s economy worsens, parallel to the internal isolation of the dictatorship, to which is added international discredit. The National Party, . sections of the government party, church dignitaries and even large cattle- owners’ associations have joined the initial opposition of the working class, students, univer- sity and, on the political level, the Communist Party ‘and the Frente Amplio. All this is objec- tively shaping into a broad anti- dictatorship front which will ex- press itself ever more clearly on the other political levels, above all, whenever, the dictator and its rightist military henchmen de- clare that no elections will be ‘¢ called within the constitutional — period, so seeking to perpetuate ‘g, their power. z Be In order to face this national }, and international isolation, div- ert the people’s attention from their critical situation and justi- fy its own crimes, the-dictator- ~ ship is trying to mount a huge © [ provocation — of which there — are already signs — trying to , use ClA-style trained elements — to distort the noble and self-sac- — 51 rificing freedom struggle of the 4, Uruguayan people and present it py as a “sinister Bolshevik plot” or a “subversive plan” similar to py the ones periodically contrived q by their friends and masters, },; Pinochet, Geisel or Stroessner, « with whom Bordaberry is heavi- 4; ly implicated in the efforts to. qj turn the so-called Southern Cone — yx of America into a fascist strong- _p; hold. Py We alert all the democratic 9, and revolutionary forces, especi- f ally the Communist Parties and p, fraternal workers’ organizations, about this mooted provocation, ~«; and urge them to help us fight it by denouncing its source and objectives in due time. To this end, it may be impor- tant to: e Make relevant public state- ments via all possible communi- cations media: political, trade union, university, newspapers, radic, etc. ae e Send protest telegrams or be notes to the Uruguayan govern- fi ment or to Uruguayan embassies. _ e Issue a specific solidarity © statement in scientific and/or — university circles in support of José Luis Massera, demanding — guarantees for his life, offering 7 asylum, professorships, etc. e Arouse the interest of offi- cial politi¢al or parliamentary 7] circles to take every possible ac- — ticn or issue the proper state- ments.
