V3C 2A8 Dear Mayor and City Council: Subject: Request for a waiver to all off-site service charges and a portion of the development costs related to the construction of our seventy~ five bed Extended Care Unit. According to the Deputy City Engineer’s letter of October 15, 1991, copy attached, certain civil engineering work may be required for the addition of the proposed extended care unit. Our architect has estimated these costs to approximate $155,000.00, copy of letter dated October 18, 1991 attached. . In addition, he estimates Projects’ Development Cost charges of approximately $130,000.00, copy of letter dated October 21, 1991 attached. This Extended Care Unit project has an overall budget of approximately $7.7 million dollars. These funds are provided by the provincial Ministry of Health and the Greater Vancouver Regional District. Prior to receipt of the October 15, 1991 listing of projected cost estimate from the City of Port Coquitlan, the project’s estimated budget and funding estimates were basically reconciled. In order to stay within the established budget figure for this unit, the Project Building Committee has already cut back the plans in several areas. Additional deletions would seriously detract from the units’ ability to properly serve its residents. The Ministry of Health and the G.V.R.D. have similar policies regarding off-site expenditures for construction projects such as ours. They won’t fund them. Recent discussions with several administrators of health care facilities with similar projects, located in neighbouring comaunities, supports this interpretation. Basically, the only acceptable municipal related costs have been those related to building permits. A copy of Ministry policy is attached for your review. cont. /2
