ITEM III Continued Keeping in mind that a similar situation existed on the other side of Hamilton Street in which the residents petitioned to have the ditch closed and then a year later demanded that it be reopened, the Committee recommends that the ditch remain cpen. . On the question of the fence, it appears that a part of the reason the fence is leaning is because the posts are rotten. The ditch is also no doubt an additional factor. The Committee does not recommend that anything be done to the fence since it is the homeowner's responsi- bility to build his fence in such a way that it is not affected by any legitimate use of the public lane by the City. ITEM IV Re: Requested Stop Sign on Bedford at Kingsway A new building construction at Bedford and Kingsway has resulted in additional traffic entering Kingsway from Bedford. Since Kingsway is a major arterial street, a stop sign is required at this location. ITEM V - Re: Four-way Stop at Prairie and Cedar Drive A letter requesting a four-way stop at Prairie and Cedar Drive is attached. The major problem seems to be that much of the traffic approaching the intersection from the west on Prairie is making a left turn and because this traffic does not have to stop, the crosswalk on the north side of Prairie is not protected. The accident rate at this inter- section has been very reasonable with two accidents in 1978 and no accidents to this point in 1979. Tne traffic volumes are such that a four-way stop could be considered. The Committce recommends that a four-way stop be installed in order to reduce the potential hazard, even though this hazard has not resulted in many accidents to this point.
