August 14th, 1978 During discussions of the foregoing resolutions, Alderman Traboulay Stated that he had never been opposed to burning being permitted during the months of November, December and January, and was of the opinion that a firm policy must be set and adhered to by the Council. Reference was made to the discussion at the regular Council meeting of July 24th,1978 and the decision that was reached at that time that some consideration must be given to the fact that the weather during November to January is not always suitable for burning and further that ground conditions in wet weather make some sites inaccessible during this time. Alderman Traboulay further stated his view that permitting burning at all was taking away the incentive to Developers to find an alternate method for disposal of land clearing debris.
