DRAFT RESOLUTION WHEREAS: No formal channels of articulation exist among the Library Development Commission and government ministries particularly the Ministry of Education; and WUSREAS: The Library Development Commission has failed to describe and publish to the municipalities and the provincial government the cost implications of its policies and "program of service"; and ; WHEREAS: Any organization designed to co-ordinate library services ought to be responsive to the wishes of the provincial government and to the needs of the Municipal Government; and WHEREAS: The Library Development Commission perpetuates inequities in grant distribution, is not co-operative with library governing authorities and displays secrecy and rigidity in its planning and budgeting. NOW THEREFORE BE IT RESOLVED THAT: The Minister of Recreation and Conservation should review the provincial co-ordination of library services with a view to either abolishing the Library Development Commission and incorporating its functions into the Ministry of Recreation or restructuring the Library Development Commission, to rectify this situation.
