May 26th, 1975 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C., on May 26th, 1975 at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, E.W. Mabbett, P.F, Ranger, M.A. Thompson, and L.M, Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Engineer V.G. Borch, P. Eng., Recreation Director Janna Taylor, Planning Officer Lanson Lee, Fire Chief W.S. Wingrove, Works & Utilities Superintendent G. Ulmer, Mrs. M. Warwick, and Mrs. B.M. Aalten. CONFIRMATION OF MINUTES: Moved by Alderman Laking: Minutes - May 12th/75 Seconded by Alderman Mabbett: That the minutes of the regular meeting of this Council held on May 12th, 1975, be taken as read aad adopted. Carried. UNFINISHED BUSINESS: From the City Clerk, May 15th, 1975, advising that the Report of Housing Comm. Report .Apr./75 the Housing Committee, City of Port Coquitlam, April, 1975, was presented at the May 12th, 1975 Council meeting; however, it was deferred until this time in order that a full discussion may take place thereon. Aiderman Mabbett spcke to the report and suggested that as members of Council have now had an opportunity to peruse it, the basic recommendations of the Housing Committee, commencing on Page 12, be considered, and to this the Council generally agreed. Recommendations: l. Mobile Home Construction The Committee is in favour of the construction of a mobile home park and suggests that the site situated in the Taylor/Brown Street area be reviewed and that Staff work out the feasibility of such a proposal so that the Province can be approached to see if financial assistance can be obtained in the construction of such a development. Alderman Ranger stated he was opposed to the recommendation because the Act does not allow municipalities to tax mobile homes in a fair and equitable manner due to the fact that the problem of the depreciating tax base still exists; also astudy conducted by the U.G.N. in 1971 shows that it is expensive to live in a mobile home. Alderman Thompson stated he concurred with Alderman Ranger with respect to the taxation situation; however, he pointed out that more people can afford to get into trailers than the conventional type of housing.
