January 10th, 1977 contained therein were very stringent; however, with respect to his query on the hours pigeons would be permitted to race or exercise, the City Clerk advised Alderman Ranger that these had not been stated in the draft by-law as neither the City Solicitor nor himself were sure of exactly what the Council desired in that regard. Alderman Ranger expressed the view that the regulations for keeping pigeons under Section 6 of the draft By-law were more stringent than those for dogs and cats under the Animal Control By-law; further, with respect to Section 2, he pointed out that the figure "5,400" - referring to the area of land in square feet required for the keeping of pigeons or doves, would have to be changed to "4,000" to coincide with the regulation in the new Zoning By-law relevant thereto. Alderman Thompson referred to Section 5 of the draft By-law concerning the hours for exercising or racing pigeons, and suggested that these be permitted between 7:00 a.m. and 10:00 a.m., with the words "except when returning from a race" being added immediately thereafter. Alderman Mabbett stated he felt that the maximum number of pigeons kept by any one individual should be 30 as was previously suggested; also that the number of square feet required for each bird should be reduced, as the 3' set forth in the By-law would allow for a building of approximately 270 square feet, which is probably larger than the average garage, Alderman Mabbett also pointed out that Mr. DeVries has been antongizing neighbours in other ways -— such as trapping cats, creating excessive noise when working on vehicles, ete. Alderman Keryluk commented that Mr. DeVries, in keeping pigeons at his residence, has been doing so in contravention of the City's regulations with respect thereto, and that he felt such a hobby should be carried on in an Agricultural, rather than a Residential. area. Alderman Traboulay stated he felt the matter should be referred back to the Environmental Protection Committee for more detailed study and discussion with Mr. Jack Homes of the S.P.C.A. and residents concerned. Alderman Laking expressed concern that as it is almost impossible for persons who are not familiar with pigeons to distinguish between racing and other types, enforcement of the By-law would be very difficult for the City's By-law Officers. Moved by Alderman Ranger; Seconded by Alderman Thompson: That the draft Pigeons and Doves Regulation By-law be amended by deleting the figure "5,400" set forth in Section 2 thereof, and substituting the figure "4,000" therefore. Defeated. Aldermen Ranger and Thompson voted in favour of the resolution.
