The tone of Mrs. Rayner's letter indicates to me that she is in the camp
of the building and real estate entrepreneurs who are in the business of making
millions for their shareholders. They advocate the government pouring millions
of dollars into development. Naturally, its good for their business.

The only thing I agree with Mrs. Rayner on is broadening our industrial
and commercial tax base, and I think all of Council has been working hard to that

end.
