And hotels were booked up, leav- ing plenty of unhappy campers. “We were totally full both nights,’’ says Wanda Raposo from the Terrace Inn, ‘‘We actually had people sleeping in mecting rooms so they wouldn’t have to slecp in their cars,”” Raposo says that most of the people were in pretty good spirits, allhough some missed ferries or other connections, while others missed work. ‘‘We had one group charter a plane to get out,’’ she says. Doug Barrett of the Coast Inn of the West had a group of confused German tourists who couldn’t speak English at his hotel. When a translator was finally found, the Ger- mans weren't happy. They missed their ferry in Rupert and had to turn around and drive to Vancouver. Senior leaders of the two groups went so far as to initial an agreement last month but a final deal has yet to be struck. ““Over the past six weeks senior officials of both (groups) have had the opportunity to come logether,’’ said chief Tsimshian Tribal Council negotiator Gerald Wesley. “We were very, very close to finding an un- dertaking with each other.” The two groups are continuing discussions on the issue this week. They have overlaps north of Terrace between Sand Lake and Lava Lake and north of Prince Rupert where the Nass River spills into the Pa- cific Ocean, Nisga’a Tribal Council spokesman Nelson - Leason said the issue concems territory both groups have traditionally used, ‘We don’t like to use the word overlap. These are common areas we all use,”’ he said. One particular issue facing the two groups is a piece of land further up the Nass Valley, deep into the heart of Nisga'a territory, This parcel is a designated reserve to the Tsimshian village of Port Simpson and also sits on the route of a road the Nisga’s are building from Greenville in the Nass to Kincolith at the mouth of the Nass River. Nalive leaders for years have said they can solve boundary overlaps. That’s important as both the federal and " provincial governments won’t sign final. land claims treaties until overlaps are settled first. The two governments say they can’t make treaties with one group affecting resources and land when another group also has laid claim to the land and resources. This issue for now is critical to the Nisga’a who last month began final talks with the two governments to put the meat on the bones of a tentalive deal signed earlier this year. Leason acknowledged that reality, saying a boundary scllement wilk neighbouring native groups forms part of the tentative deal the Nisga’a signed with the federal and provincial goveriments this spring, And he said an agreement with the Tsimshian would then help that group once it reaches a more advanced stage of treaty negotiations. Wesley agrecd that an early resolution would make the job of Tsimshian negotiators easier. Yet he cautioned that the Tsimshian won't make compromises that could affect future gen- erations in the attempt to reach a boundary settlement, wk kkk There is good news between the Tsimshian and a native group to the south conceming over- laps.
