_ New rules driving _ Cable TV changes FANS OF American public tele- vision will be happy but country music fans may not be pleased with the latest changes coming to cable television here, - The changes revolve around plans by Skeena Cablevision to introduce new channels. ~The Detroit public television stalion on Channe] 18 was to be dropped but will be kept because of customer demand. Bui Country Music Television (CMT), now on Channel 26 as part of the pay-TV package, is ’ being axed. That’s because the Canadian Radio-television and Telecom- munications Commission, which -Tegulates cable TV, has told cable optrators they must drop Amer- ican CMT because there is now a Canadian alternative called New Country Network. Yet there is no guarantee New | Country Network will be broad- cast, says Bryan Edwards, presi- --dent of the company which owns Skeena Cablevision. Instead, cable customers who have the extended basic cable package are being asked for their Opinion on eight Canadian chan- nels Skeena Cablevision not now being carried. .. Skeena Cablevision wants to carry two of the channels, Six of the channels are new. New Country Network is one of ‘and those as is Bravo, an arts and cul- ture channel; Discovery, science technology; Showcase, drama; The Life Network, life- style and health; Women’s Telc- vision Network, women’s issucs; and the Weather Network. Also on the list is CBC Newsworld, a 24-hour all-news and information channel. It’s been broadcasting for a number of years and is alrcady being carried by Skeena Cablevision in Prince Rupert. Rounding out the eight is The Weather Channel, And should customer prefer- ence lean toward New Country Network, it — as well as the other Canadian channel — will be carried on Skeena’s extended package, ' Skeena wants to bring in the two new channels by March and wants the customer preference cards sent out in this month’s cable bills back by Jan, 13. Each of the channels will cost extra, ranging from 1.1 cents to 59 cents a month. They will be carried on the extended basic ser- vice and won’t affect costs of the basic service. Society president Yvonne Moen said last week the society could very well end up putting the young spruce trees in other loca- tions selected for greenery, “Maybe we could move the trees farther down to the corner (where Greig. meets the Sande overpass) or to another location,’ she said. As for the trees that'll remain, Moen said the society hopes to work with SAAN in helping landscape the lot, The property was sold by CN to SAAN late last year and is to be the location of an 18,000 square footstore. There must already be more Ca- nadian than foreign channels on basic cable packages, Cable operators must carry more Canadian channels than for- cign ones when their entire offer- ings are taken into account, To meet the rule and to con- time carrying the American channels already on its system, Skeena Cablevision must carry two additional Canadian chan- nels, But it’s asking customers for their preference instead of ar- bitrarily bringing in new services at once, said Edwards. “We certainly didn’t want to do what Rogers did,”’ said Edwards in referring to what's been hap- pening on the Lower Mainland, Rogers now offers A&E and TSN on one extended package. It wanted to put A&E into one new extended: package and TSN into another. Each package would carry some of the new channels, forcing customers to buy both of those extended packages just to keep A&E and TSN. Aun infomercial is defined as any TY broadcast over 12 minutes long that ‘combines entertainment or information with the sale or promotion of goods or services into a vir- tually indistinguishable whole.’’ They often take the form of pseudo-documentarics with disclaimers indicating they are paid advertisements. The tules state that any other com- mercial broadcast over two minutes in Jength must also contain disclaimers identify- ing them as paid advertising. CRTC regulations state in- fomercials may not be directed to children. The application by Okanagan Skeena Group Ltd. would allow broadcast of the infomercials by CFTK Televi- sion.
