the NPA. The Socred, Liberal
and Conservative machines
were at their disposal. Not so on
city council, however. Here the
right wing was divided into three
groups — the NPA, TEAM and
TRAC. In this most decisive
sector of municipal affairs — ci-
ty hall— COPE made a gain of
one. We now have four out of
ten aldermen — Bruce Eriksen,
Bruce Yorke, myself and now
Libby Davies. Harcourt’s group
of independents also elected two
— the mayor and Bill Yee. That
gives this labor backed com-
bination a majority on council.

Progressive gains on council
would have been even greater if
Harcourt and his running mates
had worked for the unity slate
put forward by the Vancouver
and .District.. Labor Council

which included both COPE and
Harcourt and his three indepen-
dent candidates for aldermen.
COPE endorsed this labor slate
and worked hard to elect all of
them, but Harcourt and his in-
dependents, in the leadership
positions, while demanding
labor support refused to sup-
port labor’s unity slate and
chose to go it alone, campaign-
ing only for their four. For-
tunately most progressive voters
understood that unity is essen-
tial to victory and opted for the
unity slate advanced by COPE
and labor.

By no stretch of the imagina-
tion could the NPA majorities
on the school board and parks
board be considered a swing to
the right. The citizens of Van-
couver voted for a ward system,
which the NPA opposed, by a
27 percent majority. And by a
majority of 80 percent they sup-
ported the peace referendum
which the Social Credit govern-
ment opposed and which the
NPA reluctantly allowed on the
ballot.

COPE has a clear cut pro-
gram of reforms that it will
stand by and continue to fight
for. Harcourt and Yee also
stood on a reform platform.
Now that these two groups have
a majority it should be possible
to bring about some of the
reforms that citizens want. That
is what COPE will now turn its

attention to.

Labor candidates ——S

in B.C. municipal elections

Labor-backed candidates for
municipal council and school
trustee fought a tough uphill battle
against Socred restraints in B.C.
municipal elections Saturday.

In New Westminster, labor-
backed candidate Tom Baker han-
dily defeated three opponents to
claim the mayor’s chair. He was
joined on council by newcomer
Ray Mercer, while progressive in-
cumbent Val Macdonald was re-
eleted trustee, joined by newly
elected labor candidate Vasant
Saklikar. Defeated was school can-
didate Bob Osterman.

A red-baiting campaign
in North Vancouver district con-
tributed to the defeat of indepen-
dent progressive council candidate
Betty Griffin, who had narrowly
missed election in 1981. Other
members of the North Vancouver
Voters association, also running as
independents, Margaret McGuire
and Verna Smelovsky, were also
defeated.

On school board, NoVVA in-
cumbent Dorothy Lynas easily
won re-election, although incum-
bent Crawford Kilian was
defeated. ~

In Coquitlam, labor researcher
Eunice Parker came to within ap-

proximately 100 votes of being -

elected to council, repeating last
year’s performance and posing a
continued threat to the big business
machine that dominated municipal
council. :

Running-mate Bob Donnelly,
former president of the Telecom-
munications Workers Union, was
also defeated. But Louella Holl-
ington succeeded in her candidacy
for school trustee.

In neighboring Port Coquitlam
both incumbent George Laking
and newly-elected alderman John
Keryluk ensured a labor voice on
municipal council.

In Surrey, council candidate for
the Surrey Alternative Movement
Steve Gidora, and SAM school
board contender Kim Zander were
defeated, as were Charan Gill and
Joan Smallwood (council), and
Paul Winn and Lois Peterson
(school board) of the Citizens for a
Better Surrey.

Huber and school board hopeful

- Tom Lalonde were defeated in

Mission.

On Vancouver Island, incum-
bent Wilf Broderick was re-elected
to school board in Nanaimo, while
running mates Joe Lychak and
Ralph Mayerhoff were defeated.

In Nanaimo’s three-member
Ward 3, OPEN candidates Ian
Fawcett and Dyved Freethy were
defeated in a five-way race, while
Larry Whaley lost by 400 votes to
his sole opponent in Ward 6.

Walter Behn will continue as
labor’s alderman on city council in
Port Alberni. Also in Alberni,
aldermanic contender George
McKnight, for years a strong labor
voice on council, had demanded a
recount in the election that saw him
miss a council seat by only 30 votes.
The results were not known at press
time, however.

Port Alberni school board can-
didate Darlene Watts was elected
with labor’s backing, but rural
school candidate Mike Kokura was
unsuccessful.

Nick Chernoff, secretary of the
Campbell River, Courtenay and
District Labor Council and

unemployed CUPE member Bill
Woods were unsuccessful in their
bids for Campbell River municipal
council, as were labor council sup-
ported aldermanic contesters Erik
Erikson and Phil Frost in
Courtenay.

In the Interior Castlegar alder-
man Len Embree was acclaimed to
his post, while labor candidate
Peter Cagis defeated the incumbent
to become school trustee in a two-
way race.

Incumbent trustee Tom Balson
re-won his seat on the Kamloops
school board, with strong labor
support. In Nelson, labor’s Dennis
Bannert was elected to his first term
as alderman.

In other Interior municipalities,
school board candidate Mike Bur-
nham was defeated in Cranbrook,
and incumbent progressive alder-
man Alf Sjoden lost his position in
Houston. Council candidates Reg
Walters in Salmon Arm and Bert
Nilsson in. Vernon were unsuc-
cessful.

80% vote for peace

Pro-disarmament sentiment
swept the polls in municipal elec-
tions Saturday as B.C. residents
voted overwhelmingly in favor of
the Canadian government
negotiating world peace.

They added their voices to those
of the thousands of citizens who
also favored ending the threat of
nuclear war in Ontario and Saskat-
chewan municipal elections earlier
this fall.

Duncan set a Canadian record
when residents of the small
municipality voted more than 98
percent for world peace Nov. 20.

A sampling of other
municipalities also demonstrated
the trend: in Castlegar it was 89 per-
cent; Port Hardy and the Sunshine
Coast each voted 84 percent;
Nanaimo approved peace talks by
78 percent, followed by a 77 per-
cent approval in Kamloops.

Vancouver chibenk voted 80 per-
cent in favor, which set cheers ring-
ing throughout the victory rally of
the Committee of Progressive Elec-
tors, whose 23 candidates all
strongly supported the peace vote.

COPE aldermanic candidate

Carmela Allevato said the referen-
dum result for which the Van-
couver peace organization had
worked so hard means city council
should now ‘“‘lobby the federal
government to make its views
known at the United Nations.”’

The peace vote, which has
shown a clear rejection by Cana-
dians of the cold-war military
buildup of U.S. president Ronald
Regan’s administration and Cana-
dian government complicity in the
arms race, did face some opposi-
tion from federal and provincial
government representatives.

Some municipal councils revers-
ed earlier decisions to hold peace
votes following the intervention of
municipal affairs minister Jack
Heinrich and his predecessor Bill
Vander Zalm, who warned coun-
cils could be sued by citizens for
‘misuse of civic funds.”’

But justice Patricia Proudfoot
ruled against the argument, ad-
vanced by ex-RCMP officer and
Oak Bay resident Bruce Baird, that
the vote was illegal. Oak Bay
citizens subsequently voted 84 per-
cent in favor of world peace.
