SUBJECT: 1994 Schedule of Fees and Charges
(Parks & Recreation Committee Meeting - May 10, 1994)

RECOMMENDATIONS:

1, That the admission fees and rental charges, az outlined in Schedules A, B, C, JD, E, be
approved,
That the outdoor pool admission charges become effective July 2, 1994

That the other admission fees and rental charges become effective August 1, 1994

That a full review and revision of the existing policy, on fees and charges, be conducted
in 1994,

BACKGROUND & COMMENTS:

The last time there was an admission rate and rental charges increase was in 1991, The
increase in 1991 averaged four percent, plus the G.S.T. Charge. As you will note, from the
review of fees and charges in other municipalities, we are on the "low end" in most cases.
When the policy review is done this year the issue of "low end" will be addressed.

We have been able to freeze our fees at the 1991 level as a result of efficiencies realized
through the restructuring of the Parks & Recreation Department's Recreation Division.
However, as a result of inflation, etc., we are now beginning to experience a. lower level of
recovery that necessitates a need to increase fees.

As you will note in the attached market comparisons, apparently in most cases our fees are
lower than those of surrounding communities.
