Charge. As you will note, from the review of fees and charges in other municipalities, we are on the "low end" in most cases. When the policy review is done this year the issue of "low end" will be addressed. We have been able to freeze our fees at the 1991 level as a result of efficiencies realized through the restructuring of the Parks & Recreation Department's Recreation Division. However, as a result of inflation, etc., we are now beginning to experience a. lower level of recovery that necessitates a need to increase fees.
