Now Therefore I, Leonard M. Traboulay, Mayor of the Corporation ot The City of Port Coquitlam, DO HEREBY PROCLAIM the week of June 21st to 27th, 1993 "OCCUPATIONAL HEALTH AND SAFETY WEEK" in the City of Port Coquitlam. DELEGATIONS: His Worship, Mayor L.M. Traboulay introduced a representative of the Council of Canadians, Ms. Elsie Dean who spoke regarding the North American Free Trade Agreement. Seconded by Councillor Gates: Whereas the Canada-US Free Trade Agreement has had a major social and economic impact on Canada and the citizens of Port Coquitlam and the lower mainland of BC, and; Whereas the North American Free Trade Agreement (NAFTA) threatens to further limit the powers of governments, including municipal governments, to set their own economic policies, and; Whereas the citizens of Greater Vancouver have had little access to informed debate on NAFTA in their mainstream media and need to hear more of its effects on their fellow community members, and: Whereas the people of BC wish to have a say in changes of such magnitude in the way Canada is governed, and; Whereas the government of the US has announced that it will not implement NAFTA unless and until it has attached labour and environmental standards that would substantially change the Agreement, and; Whereas the government of Canada cannot implement NAFTA until the governments of Mexico and the US have taken satisfactory steps to implement it, Theizfore be it resolved that the Corporation of the City of Port Coquitlam urges the Fede -al government in Ottawa to postpone implementation of NAFTA legislation until after the citizens of Port Coquitlam and the rest of Canada have had the opportunity to fully examine and debate the implications of the North American Free Trade Agreement, and to formally express their views on whether or not they would accept it. Prior to the question being called on the foregoing resolution: Moved by Councillor Wright: Seconded by Councillor Gordon: That a proponent of the North American Free Trade Agreement be invited to attend a Council Meeting to supply additional information. Carried. Councillors Gates and Keryluk voted against the resolution.
