Deputy Engineer Andrew de Boer Project Engineer December 15, 1992 RECOMMENDATION: That the City of Port Coquitlam make an application to the Ministry of Environment for a 1/3 capital grant for a 1993 Home Compost Bin Distribution Program. BACKGROUND AND COMMENTS: The 1992 Home Compost Program distributed over 1,500 home composters through local merchants at a cost of $25 each. The cost of the bins to residents was subsidized by the City and the Provincial Ministry of Environment. Because of the success of this year's program it is proposed to continue the program next year by distributing approximately 2,000 compost bins at a total cost of $98,500. The net cost to the City for this program is $32,833 when revenues from the composter sale to residents and provincial grant are considered. The grant application does not commit the City to undertake a home composting program and Council will have a chance for more discussions on the home compost program and other environmental programs during the upcoming 1993 budget sessions.
