Brown Director of Community Planning SUBJECT: Rezoning Application No. 14/86 Citade|l Heights, Phase Three RECOMMENDATION: That City Councti!i direct the Clerk's Office to prepare a bylaw rezoning a portion of Lot 9 of DL 232,340, 341 and 344, NWLD Plan 68514 and Lot 8 of Plan 68514 as shown on the attached map from RS-1 and RM-3 to RS-1 and RS-1A. COMMENTS: This application has been submitted by the developer, Genstar, in reaction to their perception of market dtrection. It is their feeling they may have saturated the market with the other multiple family site they have just placed on the market. In reviewing this app!Iication the Planning Department axamined it from two perspectives; firstly for land sultablility and secondly, for Its financial Implications. With respect to the first Item, land suitability, this site Is topographically irregular and is very steep in places. This problem will be corrected by the developer by regrading, similiar to what has been done In Phase One. The second area of concern, fiscal Impact upon the City appears to be limited to a reduction In property tax revenue to the City. The proposal Is to buliding 44 single family lots, where there would have been about 100 townhouses. Assuming, the property tax contribution of a single family dwelling is twice that of a townhouse, there will be a 13 percent reduction in tax revenue. In addition, there also wil! be an Increase In expenditures. Publtc services provided to single family housing {fs greater than townhouses, so the loss of Income - Increase of expenditure wilf be slightly greater than noted above. The Development Cost Charge scheme for the Genstar subdiviston provides for a set contributtons for water, sanitary sewer and storm sewers, financing of these facilities will not be effected by the change of plans. eeee/2
